Role Purpose
The MD for the Implementation Center of Excellence (iCoE) is accountable for establishing, scaling, and governing State Street’s high‑capability delivery hub for core client implementation Testing functions across various workstreams in STT Alpha. The MD ensures that the iCoE becomes a strategic capability, reducing vendor dependency, improving cost efficiency, strengthening internal expertise, and enabling predictable client delivery at scale.
Key Responsibilities
iCoE Strategy, Design & Build‑Out
• Lead the end‑to‑end design and multi‑year implementation of the iCoE operating model, including functional scope, hiring strategy, location footprint, and resource mix.
Transition execution‑heavy work from high‑cost vendors into the iCoE through structured knowledge transfer, scaling internal capability, and reducing dependence on vendors
• Implement the Build‑Operate‑Transfer (BOT) model where appropriate, aligning contractor‑to‑FTE transitions and phasing resource migration strategically.
Drive FTE vs Contractor ratio strategy, establishing a sustainable talent supply model for PMO, Business Testing, Conversion, and other iCoEs as required
Testing CoE
• The MD will oversee and build leadership capability across Testing functions – STT End to end internal testing, Client Testing, Live client test activities & Automation initiatives
• Accountable for the global strategy, delivery excellence, operating model, and financial performance of enterprise testing services supporting large‑scale client implementations and platform transformations.
• Champion AI‑enabled testing, intelligent defect analytics, and test data management capabilities
• Establish Standard governance, cadence, reporting standards, milestone planning, and dependencies management.
Drive collaboration and partnerships with other CoEs and Alpha implementation teams to deliver client implementation programs successfully
Stand up a unified India‑based testing function with SMEs, test leads, and execution teams.
Manage STT & Client Test phases, defect governance, quality metrics, and regression planning for all Alpha implementations.
Establish integrated support model with Conversion, Business Integration / Target Operating Model (TOM) Alignment, Environment Management, Alpha Data Services, Governance & Vendor Relations.
• Ensure consistent delivery across front, middle, and back‑office End to end Testing, complex data flows, and integrations.
• Enable OBM (Outcome‑Based Model) transition by linking partner payments to outcomes and making sure that sub-outcomes are delivered in a timely manner with expected quality
People Leadership & Capability Development
• Build and lead a leadership team (VP/AVP layers) across testing domains.
• Establish senior leadership layers within iCoE
• Drive capability building across CoEs, ensuring consistent training and best‑practice adoption.
• Foster a culture of accountability, innovation, continuous improvement, and operational excellence.
• Establish career paths, competency frameworks, and succession plans for testing professionals.
• Lead capability build‑out in India and other strategic hubs, including CoE scale‑up and leadership bench strength.
Governance, Reporting & Stakeholder Engagement
• Create and operate iCoE governance structures across program reporting, risk management, productivity metrics, and leadership oversight.
Represent iCoE progress to senior leadership and participate in recurring strategic governance meetings.
• Provide clear executive‑level reporting on quality, risks, dependencies, and decision points.
• Influence programme design by embedding testing early into discovery, design, and solution architecture phases
• Ensure alignment with the broader GCI and Alpha three‑year strategy, including OBM rollout and partner consolidation.
Operational Efficiency, Productivity & Financial Management
• Achieve targeted cost reductions by shifting work from high‑cost locations to the India hub.
Improve FTE‑to‑contractor and HCL‑to‑Hub ratios, driving labor arbitrage benefits and operational scalability.
Drive automation, standardization, tool adoption, reporting quality, and process enhancement.
Track financials, onboarding flows, hiring dependencies, and realization of OBM milestone payments.
Engage with vendor partners to manage consultants and deliver quality results
Support sales and pre‑sales activities through estimation models, proposals, and client solution shaping
Required Skills & Experience
Experience
• 15+ years in large‑scale implementation, transformation, PMO leadership, or delivery operations in financial services.
• Proven success managing global delivery hubs or Centers of Excellence at scale.
• Demonstrated experience transitioning vendor work in‑house and managing hybrid workforce models.
• Proven track record leading global, complex, client‑facing transformation programmes.
• Deep understanding of financial services platforms, data‑heavy architectures, and regulated environments.
• Demonstrated ownership of P&L, operating models, and large global team
Leadership & Execution
• Exceptional ability to build and lead multi‑disciplinary teams across Testing, PMO, Conversion, Product, Data, and Ops.
• Strong stakeholder influence across MD/SVP levels in Operations, Technology, and Client organizations.
Technical & Functional Acumen
• Solid understanding of Front office, middle office and Back office components, implementation workflows, testing frameworks, and data migration models.
Governance & Change Management
• Deep knowledge of PMO governance, risk management, performance metrics, and delivery controls.
