Job Description

OCT Consulting is a business management and technology consulting firm that supports the Federal Government clients. We provide consulting services in Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a BD Analyst (Entry-Level) to work within our Business Development team. You’ll work alongside the BD Manager, Proposal Manager, capture managers, pricing specialist, and senior leadership to support the migration and maintenance of BD systems, build reusable proposal content libraries, and bring structure and discipline to OCT’s pipeline data and shared drives.

Day-to-day responsibilities include:

● Serving as the data and content operations anchor for the BD team.

● Reporting to the BD Manager, support day-to-day data entry, cleanup, and analytics work across Zoho CRM, Google Drive, and BD content libraries, contributing independent analysis and feedback on implementation approaches, while supporting pipeline research, proposal coordination, and capture activities.

● Serving as a core contributor to the Zoho CRM migration and buildout under the direction of the BD Manager, including data entry, deduplication, field standardization, opportunity record cleanup, pipeline stage normalization, and ongoing data hygiene. Provide independent analysis and feedback on migration approach, data structure, and implementation roadmap.

● Supporting the Google Drive reorganization effort: assist with auditing existing folder structures, contribute recommendations on taxonomy and naming conventions, migrate legacy files per the agreed approach, and help maintain access controls in coordination with the BD Manager.

● Supporting the buildout of BD content libraries, including past performance write-ups, resume library, CPARS files, win themes, boilerplate language, graphics library, and the Capabilities Matrices. Tag and index content so it is searchable and proposal-ready, and surface recommendations on structure and gaps.

● Generating weekly and monthly pipeline reports and BD analytics for senior leadership: opportunity counts by stage, win/loss rates, pipeline value, capture coverage, and proposal throughput.

● Tracking and reporting on BD operational metrics, including content library completeness, CRM data quality scores, and proposal artifact reuse rates.

● Conducting daily reviews of SAM.gov, GSA eBuy, OASIS+, GovWin, and other sources to identify Sources Sought, RFIs, RFQs, and RFPs aligned to OCT’s Growth Pillars; log qualified opportunities into Zoho with complete metadata.

● Conducting market and competitor research to inform capture strategy, including incumbent analysis, agency spend pulls, awardee profiles, and small business set-aside trends.

● Supporting bid/no-bid documentation and quad chart preparation by pulling supporting data from Zoho and research sources.

● Supporting solicitation analysis by helping build compliance matrices, proposal outlines, and requirements trackers under the direction of the Proposal Manager.

● Assisting with proposal production tasks: formatting Word and PowerPoint files to the template, version control, document assembly, file naming, and final submission packaging.

● Drafting straightforward proposal sections (corporate overview, past performance write- ups, resume tailoring, quality control narratives), drawing on the content libraries you help maintain.

● Supporting the Kudos & Accomplishments program by maintaining trackers, organizing supporting documentation, and preparing materials for quarterly story harvesting sessions with Corporate Program Managers.

● Helping coordinate proposal kickoffs, color team reviews, and BD team meetings, including scheduling, agenda prep, note-taking, and action-item tracking.

● Supporting teaming activities by preparing NDAs and Teaming Agreements from OCT templates and maintaining a teaming partner database in Zoho.

● Supporting OASIS+ task order administration and GSAM/R 552.203-71 marketing compliance recordkeeping.


Requirements:
● Bachelor’s Degree in Business, Information Systems, Data Analytics, Public Administration, Communications, English, Political Science, or a related field; 0–2 years of professional experience (internships, fellowships, and relevant academic projects

count).

● Demonstrated comfort with data: strong Excel/Google Sheets skills (sorting, filtering, pivot tables, VLOOKUP/XLOOKUP, basic formulas), and the patience and attention to detail required for sustained data entry, cleanup, and migration work.

● Systems-minded: enjoys building structure where none exists — taxonomies, naming conventions, templates, trackers, libraries — and maintaining that structure over time.

● Experience with or willingness to quickly learn Zoho CRM (or comparable CRM platforms such as Salesforce, HubSpot, GovWin, or Unanet); ability to support data migration, field configuration, and report building.

● Strong writing, editing, and proofreading skills, with the ability to produce clean, client-ready work under a deadline.

● Highly organized and detail-oriented; comfortable juggling multiple trackers, deadlines, and document versions at once.

● Strong interpersonal skills and a collaborative working style; comfortable asking questions and taking direction from multiple senior team members.

● Proficiency with Microsoft Office, Google Workspace, SharePoint, and Adobe Acrobat.

● Curiosity about federal contracting and a desire to build a career in business development, capture, or proposal management. Exposure to the federal acquisition lifecycle, Shipley methodology, FAR/DFARS basics, or GWAC/IDIQ vehicles is preferred but not required — training will be provided.

● U.S. citizenship required; ability to obtain a Public Trust or Secret clearance preferred.

● Hybrid - Two Days a week in the office requirement.

● Some weekend work required as proposal timelines defined by government activities require.

Salary Range: $55,000–$72,000 yearly, commensurate with experience, education, etc.
