Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $95,000.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care.

The Office of Older Youth Development Services (OYDS) is responsible for technical assistance around permanency planning and promoting shorter lengths of stay in residential placements for youth in foster care. In addition, we look at the well-being and safety of youth 12-21 years of age. The Office of Older Youth Development Services includes the following program areas: Youth Justice/PINS/DOC- Conferencing, Missing Children’s Outreach Unit, Supervision to 21, RCPPU (Residential Care Permanency Planning Unit), Fast-Track Long-Stayers, APPLA Monitoring Unit, Teen Specialist Unit, Office of Child Trafficking Prevention and Policy, Reentry, Independent Review, OYDS Special Projects and OYDS Data Accountability. We also provide guidance for the foster care agencies around child sex trafficking, iFoster, transitional plans, NYTD (National Transitional Database), Sexual Health and Reproduction, CCRS coding and crossover youth practice model and Raise the Age.

Youth Engagement Facilitator duties and responsibilities are:

- Facilitating discussion for at-risk youth that engage in the ACS Youth Leadership Council.

- Provide supportive monitoring of curriculum use and design with the PYA Specialist at the provider agencies.

- Support efforts to link youth/family educational/vocational supports.

- Facilitating training on youth engagement and in creating youth advisory boards.

- Provides linkages to internal ACS units such as housing.

- Facilitating family team conferences and case specific conferences for at-risk youth engaged in councils.

- Provides clarity regarding the role and responsibility of each stakeholder.

- Going into the community to engage youth with services.

- Collaborates with Family Service Unit/Division of Child Protection and Division of Youth and Family Justice, when required to facilitate key placement, support and resource needs.

- Facilitating round table groups to Expectant and Parenting Youth at the YPPP facilities.

- Facilitating groups with complex youth at the Children’s Center and various QRTPs.

- Reviewing case assessments and evaluations to inform best case practice and red flags of gaps in working with complex youth.

- Maintaining internet page of youth advocacy work.

- Facilitating workshops for the provider agencies around policies for improving youth engagement.

- Organizing bi-annually youth forums and events

CHILD AND FAMILY SPECIALIST - 52408

A Masters Degree in Social Work from an accredited school of social work and
1. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full-time, satisfactory, post-graduate experience that includes substantial experience in one or more of the following modalities of practice: facilitation of family team conferences or family group decision-making meetings utilizing a conferencing model which emphasizes family engagement and consensus based decision-making; clinical group work with children, youth, parents or individual families; or the conduct of professional training on topics related to child and family services; or

2. A valid New York State Registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in "1" above. Up to two years of this experience may have been in the supervision of social work practice areas described in "1" above; or

3. At least three years of the experience required in "1" above. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work license (LMSW) must be obtained within one year of appointment.

Note: Employees who fail to obtain their LCSW or LMSW within one year after appointment may have their probationary periods extended for no more than six months. Failure to obtain the LCSW or LMSW by the end of the probationary period will result in dismissal.

Note: At least one year of the required experience described in "1", "2" and "3" above must have been obtained in the last five years.
