Workforce Development Manager
Location: Corning, NY
Compensation: $85,000 – $130,000 per year, plus benefits
Job Type: Full-time, in-office position
Position Summary
Costy’s Energy Services is seeking a Workforce Development Manager to lead recruiting, workforce planning, and employee retention across our growing organization.
Our company relies on skilled field personnel including CDL drivers, equipment operators, and specialized technicians. Maintaining a strong workforce pipeline is critical to supporting operational demand and delivering reliable service to our customers. Equally important to recruiting is improving employee retention and workforce stability. This role will take ownership of identifying opportunities to improve employee tenure, strengthen the employee experience, and reduce turnover across the organization.
The Workforce Development Manager will take a hands-on approach to recruiting and workforce development while also working closely with members of the management team to help educate and improve management practices that influence employee retention and overall workforce performance.
The successful candidate must be capable of relating to the types of positions being recruited for and must be comfortable working with field personnel and operational leadership.
This role will operate heavily within human resources functions and workforce management and will manage and optimize recruiting platforms, applicant tracking systems (ATS), and HR database software used by the company.
This position will report directly to the Chief Executive Officer.
The position is based in our Corning, NY office and is not a remote role. Periodic travel may be required to company offices in Mansfield, PA, Montoursville, PA, and West Alexander, PA.
Key Responsibilities
Recruiting and Hiring
Develop and maintain a continuous recruiting pipeline for key operational roles including CDL drivers, equipment operators, and other skilled positions.
Manage and optimize recruiting platforms including Indeed and BambooHR.
Improve candidate flow and hiring conversion through effective job postings, outreach strategies, and screening processes.
Work closely with operational managers to understand staffing needs and identify candidates who fit the requirements of each role.
Develop relationships with CDL training programs, trade schools, and other labor sources to improve recruiting reach.
Workforce Planning
Monitor workforce levels relative to operational demand and assist leadership in planning staffing levels during both periods of growth and industry downturns.
Maintain recruiting pipelines that allow the company to quickly scale hiring when demand increases.
Develop workforce forecasts based on expected operational activity.
Employee Retention
Take ownership of improving employee retention and workforce stability across the organization.
Identify causes of employee turnover and implement strategies to improve employee tenure.
Improve onboarding processes to help new employees integrate successfully into the organization.
Work with operational leadership to identify improvements that enhance employee experience and long-term retention.
Management Development
Work with field supervisors and managers to improve leadership skills and employee management practices.
Assist leadership in identifying areas where improved communication or management practices could reduce employee turnover.
HR Support
Provide HR-related support including employee relations, policy guidance, workforce administration, and assistance with human resources initiatives.
Ensure workforce practices align with company policies and applicable employment regulations.
Support the development and implementation of human resources processes as the company grows.
Operational Engagement
Develop a working understanding of the operational roles being recruited for and the environments employees work within.
Interact with field personnel and operational managers to better understand workforce needs.
Build relationships with employees across the organization to identify opportunities for improvement.
Additional Responsibilities
Perform additional duties and responsibilities as required, including anything considered reasonably associated with the position that adds to or prevents loss in benefit to the business.
Qualifications
Previous experience in recruiting, workforce development, human resources, or operational staffing preferred.
Experience recruiting for CDL drivers, skilled trades, or industrial positions is highly desirable.
Strong communication and interpersonal skills.
Ability to work effectively with both field personnel and leadership.
Strong organizational and problem-solving abilities.
Willingness to take a hands-on approach to recruiting and workforce development.
Must work well with others and contribute positively to the organization.
Travel
This position is based in Corning, NY.
Periodic travel may be required to company locations in Mansfield, PA, Montoursville, PA, and West Alexander, PA.
