The Opportunity
The Water/Wastewater Maintenance Supervisor will provide leadership, supervision and oversight of day to day planned and emergency operation, maintenance, repair and replacement of electrical, mechanical and electronic equipment and accessories at multiple facilities such as Treatment Plants, Pumping Stations, Booster Stations etc. of the InnServices water and wastewater systems. The area of services includes new construction, maintenance, service, dispatching, regulatory requirements, health & safety, asset management and project coordination on all electrical and mechanical units.
Responsibilities include, but are not limited to:
Develop and implement schedules and priorities; schedule, assign, monitor and supervise the work of maintenance staff in a wide variety of electrical, mechanical, electronic equipment associated with water and wastewater processes which include treatment plants, pumping stations, booster stations, storage reservoirs etc.
Using the Computer Maintenance Management System (CMMS), administers work orders, develops and implements maintenance programs (planned, preventative, predictive etc.) both periodically and annually. Responsible for long term refurbishment programs and upkeeps records within the CMMS and Asset Management database. Also develop a mechanism to track progresses made against the schedules in electrical and mechanical work.
Responsible for the purchase of goods and services on electrical, mechanical and electronic equipment as required and as per InnServices Procurement Policy and ensuring that an adequate inventory of materials and equipment to meet the needs of the department is maintained. Work collaboratively with other departments (Procurement, Engineering, Operations etc.) to prepare the required procurement documents (RFT, RFQ, RFP etc.) as per InnServices Procurement Policy
Manage maintenance staff by conducting their periodic performance assessments. Oversee the training of staff. Participate in dispute resolution, discipline, and hiring decisions. Prepares work and vacation schedules for staff
Ensures that InnServices policies and procedures as well as applicable regulations such as the Building Code, the Occupational Health & Safety Act, SWDA, ESA, TSSA, and relevant legislation governing and/or pertinent to service delivery are followed. Ensures employees are trained on and practice safe program delivery, operation of equipment, materials handling, and safe workplace practices.
Work collaboratively with supervisors at Water Treatment, Wastewater Treatment and Collection and Water Distribution on emergency and other maintenance and repair work on electrical and mechanical process related installations. Identify and review resource needs with appropriate departments to allocate the required resources accordingly.
Do an adequate investigation of any request from supervisors and operators on the repair of electrical, mechanical and electronic equipment to determine the scope and assign that task to maintenance staff if its within their scope, if not arrange services from third-party as per the InnServices Procurement Policy.
Maintain tools, equipment and shop area maintain good housekeeping as required by OHSA.
Participate in the development of goals and objectives as well as policies and procedures; make recommendation for change and improvements to existing InnServices policies, procedures and standards
Advises and assists the Manager in long range and strategic planning and participates in the preparation and administration of department’s budget. Monitor and approve expenditures, prepare cost estimates, submit justification for equipment, and monitor department’s budget expenditures on electrical and mechanical work.
Investigate accidents and other safety related issues and take corrective action.
Performs regular site inspections as required of process equipment within InnServices’ facilities to evaluate quality and scope of work being performed by staff and contractors.
Responds to inquiries and/or resolves concerns from supervisors, operators, other departments’ personnel and general public within the scope related.
Proactively develop relationships with contractors, consultants and other stakeholders to facilitate the delivery of outsourced services and contract agreements.
Leads and guides the staff in diagnosis, repairs and maintenance, in accordance with diagrams, sketches, operation manuals, and manufacturer's specifications, machinery, mechanical and electrical equipment such as engines, motors, pumps, conveyor systems, and production machines and equipment,
Working with the Asset Management department to assist on condition assessment of electrical and mechanical assets. Use statistics to forecast business plans for asset repair or replacement.
As necessary, assist with preparing reports and recommendations. Attend meetings and InnServices’ community events, as required. Make presentations and provide advice on operations related issues, strategies, emerging threats, new technologies and changes to legislation.
Collaborate with the Engineering Team as required to review engineering drawings for new and existing electrical and mechanical process installations on water and wastewater projects and facilities and make recommendations including identifying operational requirements and logistics and assessing the impacts or troubleshoot integration issues.
Recommend changes, as required, to policies, processes, or documents to keep the department current and ensure its efficiency and effectiveness. Assist in updating Operations and Maintenance, Construction Standards, Service Manuals and all required Standard Operating Procedures (SOPs) on electrical and mechanical services.
Perform routine field and work project inspections of activities and contractors. Ensuring compliance with legislation/regulations and quality/quantity control and work meet specifications.
Perform other duties as assigned in accordance with corporate objectives.

Qualifications & Core Capabilities:
Post-secondary education in Electrical or Mechanical or equivalent Engineering, possesses and/or is eligible for a CET or C.Tech. and minimum of five (5) years’ experience in water and/or wastewater utilities services’ electrical and mechanical environment, or a combination of high school graduation and a minimum of ten (10) years’ experience in water and/or wastewater utilities services’ electrical and mechanical environment.
Applicable Industrial Mechanic (Millwright) Certificate and/or Electrical License is preferred.
Operator in Training (OIT) Certification required on Water Treatment, Wastewater Treatment, Water Supply and Distribution and Wastewater Collection. A Class 1 Certificate in Water and Class 1 License in Wastewater Treatment is preferred
Supervisory skills and experience working in a unionized environment
Familiarity with relevant municipal utility government policies and procedures
Valid Ontario class “G” driver’s license, in good standing and reliable vehicle to use on corporate business as required.
Availability to attend evening and/or weekend meetings or other events as required.
Availability to respond to minor or major emergencies as required.
