The Department of Veterans Affairs (VA) through the Veterans Benefits Administration (VBA) administers the Compensation & Pension (C&P) Program for benefits to Veterans, Service Members, their dependents, and their survivors. On October 9, 1996, Congress enacted Public Law 104-275 which authorized VA to contract for medical examinations (a critical piece of evidence for determining the extent of permanent impairment) from non-VA medical sources.  This Project is established in support of the VA effort to provide disability examination services.   

The psychiatrist is responsible for mental evaluation of patients, diagnosing, or ruling out mental disorders based on current DSM that may be attributable to military service. The Psychiatrist must be able to properly evaluate conditions and clearly provide written evaluation notes via required forms. 

Key Responsibilities

Scope of Work 

This contract requires private-sector Medical Disability Examinations (MDEs) on behalf the VA. 

Provider Training 

International SOS Government Medical Services, Inc. will provide access to training for this effort according to the VA requirements. 

Disability Benefit Questionnaire (DBQ) Results 

The Provider shall upload all completed DBQs to the provided secure website daily.  DBQ results, non-DBQ worksheets and diagnostics shall be transmitted through the secure website.  Case must be closed within 48 hours. 

Description:  

This role will be responsible for providing psychiatry care examinations in accordance with established Disability Benefit Questionnaires provided through the VA. No actual psychiatry work will be conducted. 

• Evaluate patients through interviews, observations, standardized tests, and medical history reviews.  
• Analyze screening data, results, and assessments to accurately diagnose patients.  
• Refer patients for psychological testing to determine a severity of diagnosis.  
• Document patient's assessment, diagnosis, symptoms, and medication.  
• Ensure that all medical records are accurately documented and maintained.  
• Provide clinical reports to International SOS Government Medical Services, Inc. Facility Medical Director.  
• Promotes quality and safe service for patients and staff by enforcing, policies, procedures, standards rules   
• Ensure best practice in accordance with DSM clinical guidelines and SOPs.  
• Support the clinical excellence framework under the direction of the Facility Medical Director.  
• Absolute familiarity with and compliance with company policies and such procedures that are pertinent to the role and to good clinical care, including but not limited to:  • Consent, confidentiality, and appropriate handling of healthcare records in adherence to HIPAA/patient confidentiality laws. Clinical staff must ensure that they understand their professional, legal, and ethical responsibilities.  
• Maintaining and improving clinical quality through audit and quality improvement activity.  
• Safe and appropriate use of medication.    
• Clinical governance. Clinicians should understand their role in the organization’s clinical governance program.

Basic Requirements/Certifications:  

• Current and unrestricted license to practice Psychiatry in the US, US Territory or Canada.  
• American Heart Association or American Red Cross Basic Life Support Certification required. 
• Minimum of 2 years' experience working fulltime as a psychiatrist.  
• Experience with adult psychiatry. 
• Knowledge of crisis assessment modalities and techniques. 
• Knowledge of current DSM criteria. 
• Knowledge of crisis assessment modalities and techniques.

Education Required: 

• Medical Degree [MD] or Doctor of Osteopathic Medicine [DO]. 
• Board certified or board eligible in Psychiatry from the American Academy of Psychiatry and Neurology.

• Excellent oral, listening and written communication skills, and interpersonal skills. 
• Verbal and written communication must be constructive, effective, respectful, and concise.

• Excellent IT skills including use of electronic medical records systems.

Physical Requirements: 

• Work is normally performed in an office work environment. 
• Work involves sitting and standing for prolonged periods of time. 
• May require bending, stooping and lifting up to 25 lbs. 

Other Special Qualifications: 

• A valid US Passport or Passport from Country of Record.
