As User Terminal (UT) Program Manager, this position is to join the existing UT development team responsible for working with third-party technology vendors providing user terminal solutions for Telesat. This position reports to the Director of UT Program Management.
This role requires a seasoned program manager with demonstrated experience in satellite user terminal development including manufacturing, delivery and installation of satellite user terminal products. The UT Program Manager - Third-Party Programs will serve as the primary point of contact for the processes by which external vendors type-approve and certify their terminals for use on Telesat's Lightspeed network. In addition, the role will manage third-party antenna programs.
Success in this role requires a proactive, results‑driven program manager with a high degree of initiative and strong communication skills, able to drive execution across cross‑functional teams and ensure timely, clear communication with all critical stakeholders.
Main Responsibilities:
• Lead and drive execution of third‑party User Terminal and antenna vendor programs, including type approval and certification activities for aviation, government, and other integrators; proactively track progress, resolve issues, and report status to internal leadership and stakeholders.
• Own the end‑to‑end planning and execution of multiple external vendor programs, managing scope (contracts, statements of work, work breakdown structures), schedules, milestones, risks, opportunities, budgets, and monthly executive reporting.
• Actively track, assess, and communicate external vendor development progress, ensuring risks, issues, and dependencies—across both UT and third‑party antenna programs—are identified early, escalated as needed, and driven to resolution.
• Work closely with product, program, engineering, and commercial teams to clearly define User Terminal and antenna requirements and to drive vendor delivery of compliant solutions, on time and within budget.
• Partner with Telesat engineering, legal, and contracts teams to support the preparation and execution of partnership, development, supply, and system integration agreements with selected vendors, including antenna suppliers and integration service providers.
• Develop and maintain program management artifacts and documentation, in collaboration with engineering subject‑matter experts, to support effective execution and communication of UT and antenna programs, including dashboards, schedules, and status reporting for internal and external stakeholders.
Education & Experience Required:
• Bachelor’s degree in engineering, business, or a related discipline, with an emphasis on communication systems, satellite terminals, or similar technical fields.
• Minimum of 6 years of program management experience in a STEM environment, including at least 3 years within the satellite communications (satcom) sector.
• Experience with User Terminal type approval, terminal integration, and antenna programs preferred, including exposure to aviation and government integrators.
• Demonstrated ability to drive execution across multiple concurrent and interdependent projects, maintaining momentum and accountability in complex, multi‑vendor environments.
• Strong working knowledge of program and project management tools, including Microsoft Project or equivalent scheduling tools (e.g., Primavera Cloud, Primavera P6), as well as Jira.
• Solid technical foundation across modem, RF, electronics, and antenna technologies, with the ability to engage effectively with engineering teams and external technical stakeholders.
• Proven experience navigating business, schedule, and cost trade‑offs inherent in system design and implementation, and communicating those impacts clearly to stakeholders.
• Experience working with external vendors, including third‑party design, manufacturing, and integration partners, with a track record of holding vendors accountable to delivery commitments.
• PMP certification and Masters degree or MBA is a plus.
• Fluent in English, both written and oral, with demonstrated strength in clear, concise communication across technical, programmatic, and executive audiences.

• Highly self‑directed, with the initiative and ownership mindset to drive complex programs forward and take varied tasks through to successful completion.
• Comfortable operating in ambiguous environments, making informed decisions and driving progress despite incomplete information.
• Proactively communicates progress, decisions, and risks, ensuring all stakeholders remain informed and aligned.
• Works well with a diverse team spread around the world
• Describes technical solutions in an easily readable, concise and accurate way
Supervision Exercised:
• There is no direct reporting staff but this role is expected to lead multi-disciplinary project teams and/or provide technical assistance or guidance to other engineers or specialists;
• Supervision of suppliers/contractor during supplier facing activities.
Working Conditions:
• This position will be based out of the Bethesda, MD office
• Hybrid (4 days in office, 1 day remote), subject to work needs
• Working conditions are generally comfortable typical of an office environment.
• Occasional travel, including international travel is anticipated
