Urban Planning Specialist and Urban Design and Spatial Planning Specialist

POSITION DETAILS

Winrock is issuing a call for an Urban Planning Specialist and an Urban Design and Spatial Planning Specialist in Cambodia for an anticipated 5-year donor-funded program to provide implementation support and the preparation of implementable, multiscale, risk-informed and gender responsive spatial and land use plans at the national, regional, provincial, and municipal levels.

The positions are contingent upon award.

ESSENTIAL RESPONSIBILITIES

Urban Planning Specialist:

• Monitor project implementation and timely delivery and implementation of the deliverables.

• Undertake the responsibilities of the Team Leader, in her/his absence and guide the team to meet the delivery schedule and program objectives.

• Interact with the Project Management Unit and Project Implementation Unit, as focal person for coordination and attend progress meetings as necessary.

• Liaise with other specialists and assist in any other related work as deemed necessary by the Team Leader.

• Support the Team Leader throughout the project implementation, including providing input towards the development of spatial plans and Land Use Plans.

Urban Design and Spatial Planning Specialist:

• Support the international counterpart in the preparation of the city assessment, development scenarios, and land use definition.

• Prepare 3D or isometric drawings, maps and other graphic materials to represent building height, massing, plot coverage, etc.

• Work closely with the technical specialists and contribute towards the facilitation of workshops

QUALIFICATIONS AND BACKGROUND:

Education:

• Master’s degree in urban planning, urban design, or related discipline.

Work Experience:

Urban Planning Specialist:

• Minimum 10 years’ experience in urban and regional planning, urban governance, land use, environment, resettlement and social safeguards, and climate change and disaster risk management. 15 years preferred.

• Experience in city and public infrastructure planning, social inclusion and mobility planning, analysis on urban development, infrastructure strategy development and city design, and working with multilateral agencies is beneficial.

Urban Design and Spatial Planning Specialist:

• Minimum 10 years’ experience in urban design/urban planning, spatial and land use planning, working with multilateral agencies is beneficial.

Additional Qualifications:

• Excellent written and spoken communication skills in Khmer and English.
