Job Description:

The Tribal Historic Preservation monitor must be a San Felipe Tribal Member with firsthand and complex knowledge of the Pueblo’s culture, tradition, cultural sites and willing to advocate on behalf of those cultural resources, sites and values to both external and internal entities to ensure their protection and preservation.  Must be attentive to the landscape, able to work safely around construction machinery, complete daily logs, and communicate with the Tribal Historic Preservation Officer, DNR Director, Tribal Leadership, community members and members of the construction team. 

The THPO monitor must be able to work in the field to monitor construction and trenching, report conditions on the ground, voice concerns in a professional and timely manner to protect cultural resources during groundbreaking or ground disturbing activities.

The THPO monitor must work well in an interdisciplinary team within the Pueblo and be willing and able to communicate with and work under the DNR Director. 

Duties:

Attends construction meetings, understands project plans, worksite safety, and accepts direction from the DNR Director and THPO on how to conduct the cultural resource monitoring of groundbreaking or ground disturbing activities.

Works as a team within the DNR.  Accepts direction, communicates respectfully and in a timely manner.

Reports to work daily, on time, drug and alcohol free, follows all safety and Personal Protective Equipment (PPE) requirements of the job site or other restrictions.

Maintains strict confidentiality

Maintains daily written log of activities, time and locations, promptly communicates deviations from the plan, concerns or inadvertent discoveries of cultural resources

Completes all project-specific duties as approved or directed by the Director.

Actively monitors consultants and contractual work involved in program-specific projects with potential for ground or air space disturbances and provides monitoring for contractors related to historic preservation. 

Provides intensive monitoring and reporting of projects in sensitive areas. 

Must be willing to work on different projects, adjust schedule as directed or assigned

Must be willing to work and communicate closely with the DNR Director, THPO and Fence Crew/Range Riders/ CLEO and other DNR Staff to accomplish the goals and objectives

Must work with the DNR Director and all tribal staff to accomplish the goals of the THPO monitoring and the DNR, or other projects as directed by leadership.

Requests/ Procures supplies in accordance with tribal policy

Must be willing to be on call for emergencies that arise

Performs other duties as assigned without complaint.

Must be able and willing to respond to changing situations and manage multiple priorities, communicate and be vigilant.

Additional Responsibilities:

Must be able to work independently and take initiative and must also be able to work as part of the team.

Must have a firsthand and deep understanding and respect for the Pueblo’s cultural values.

Must be able to complete the tasks as described above, be able and willing to work in a fast-paced setting and be willing to assume other responsibilities as needed or directed.

Must have effective written and verbal communication skills.

Must be computer literate, or be willing to learn

Must be able to use cameras, hand tools, PPE, read maps and aerial photography

Must be a San Felipe tribal member and have firsthand knowledge of San Felipe land, culture and traditions to be able to perform the cultural aspects of the NAGPRA and THPO positions

Qualifications:

Education:  Must have extensive, first-hand knowledge of San Felipe culture

Experience/Basic Knowledge: Knowledge of San Felipe cultural sites, values and traditions, and be able to communicate in order to protect those sites and values.

Required Licenses/Certifications: Must have a valid NM Driver’s License, be insurable under Tribal insurance policies and pass a comprehensive background check.

Physical Requirements:  Must be able to stand and walk outdoors to actively monitor groundbreaking activities and perform clearances. This includes the ability to work out of doors in all types of weather (including inclement), to lift at least 30 lbs., to walk long distances if necessary.  Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

Preferences: Keres speaker and San Felipe tribal member required

Working Conditions:

Must be able to perform field work in all types of weather.

Incumbent will work under the direct supervision of the Department of Natural Resources Director
