JOB PURPOSE
The Transportation Manager is responsible for leading and optimizing all transportation operations across RISE Community Services to ensure safe, reliable, and efficient service delivery.
This role operates at systems level, with ownership of transportation planning, routing, fleet performance, billing accuracy, and operational tracking.
This position develops and leads a high-performing team, reinforces standards, and ensures transportation systems support both service excellence and organizational growth.

As Transportation Manager, your role extends beyond daily oversight into system ownership and operational leadership.
You are responsible for ensuring that transportation operations, safety protocols, and planning systems are consistently implemented and maintained.
This role requires you to:
Champion operational standards and speak positively about system improvements.
Align transportation staff and cross-functional teams around clear expectations.
Anticipate risks related to safety, scheduling, and capacity and intervene early.
Create stability during growth and service changes.
Lead with strong organization, structure, and follow-through.
Your leadership sets the tone for reliability, safety, and accountability.
MAIN DUTIES AND RESPONSIBILITIES
Leadership & Team Management
Lead, supervise, and develop transportation staff
Provide coaching, performance feedback, and accountability
Support hiring, onboarding, and training processes
Build a culture of safety, professionalism, and reliability
Ensure clear communication of expectations, updates, and changes
Transportation Operations & Systems Management
Oversee and optimize daily transportation operations, routing, and scheduling
Ensure efficient dispatching and route planning aligned with service needs
Monitor capacity, staffing, and service delivery trends
Implement systems that improve organization, efficiency, and predictability
Coordinate with internal departments to align transportation with program needs
Own and maintain all route structures, including regular updates to reflect based on service needs, staffing, and efficiency opportunities
Conduct routine route audits to ensure accuracy, efficiency, and alignment with actual service delivery
Fleet Management, Safety & Compliance
Ensure all vehicles meet safety, maintenance, and regulatory standards
Oversee inspections, preventative maintenance, and vendor coordination
Monitor driver performance and adherence to safety protocols
Lead responses to incidents, accidents, and safety concerns
Ensure compliance with all local, state, and federal regulations
Lead full fleet management operations, including vehicle lifecycle planning, utilization tracking, and replacement forecasting
Oversee vehicle repairs and vendor coordination to minimize downtime and control costs
Conduct regular fuel audits to monitor usage, identify discrepancies, and improve cost efficiency
Data, Performance & Continuous Improvement
Monitor key transportation metrics (on-time performance, utilization, costs, safety)
Use dashboards and reports to identify trends and risks
Ensure accurate and timely documentation and reporting
Identify and implement process improvements to increase efficiency and reduce costs
Support budget oversight and resource alignment
Own transportation billing accuracy, ensuring services are captured, verified, and aligned with billing requirements
Conduct routine audits of transportation-related billing and service documentation to ensure compliance and accuracy
Maintain and review a daily operations tracker to monitor routes, staffing, performance issues, and service gaps
Audit daily tracker data to ensure accuracy, follow-through, and trend identification
All other duties assigned.
QUALIFICATIONS & SKILLS
Must be 18 years of age.
High School Diploma or GED is required; Associate’s or Bachelor’s degree preferred.
Minimum 3–5 years of experience in transportation, logistics, operations, or related field.
Proven leadership experience managing teams and operations.
Ability to lead systems, not just tasks.
Advanced knowledge of safety, compliance, and fleet operations.
Strong problem-solving and decision-making abilities.
Experience using data, dashboards, and performance metrics.
Excellent communication and leadership presence.
Ability to manage multiple priorities in a fast-paced environment.
Strong organizational and time management skills, with a high degree of accuracy and attention to detail.
Proficient with Microsoft Office (Excel, Word, Outlook) and general office technologies.
Must successfully complete a pre-employment background check and any subsequent background check after employment.
Must pass a pre-employment drug and alcohol screening and will be subject to random drug and alcohol checks thereafter.
Must have a valid driver’s license and be able to obtain a Missouri Class E chauffeur’s license within 14 days of hire.
Successfully complete employment-related training as directed.
PHYSICAL REQUIREMENTS
Exposure to outdoor conditions and operational environments.
May require evening or weekend work depending on emergencies or tasks.
Ability to move around the office and attend meetings within the facility, as well as travel to offsite meetings, events, and community engagement activities. This may include walking, standing, or sitting for extended periods.
Ability to lift/carry/push/pull up to 50 pounds.
Ability to work in a fast-paced environment and adapt to varying conditions.
