ACCOUNTABLE TO: Human Resources Manager (Chief Human Resources Officer in the absence of the Human Resources Manager)
ACCOUNTABLE FOR: Supporting employee onboarding, training development, HRIS maintenance, and data accuracy across the HR lifecycle
CLASSIFICATION: W8BEN; contractual 40 hours per week paid hourly
COMPENSATION RANGE: ₱397.083 PHP per hour (this is not USD), commensurate with experience and qualifications

SUMMARY OF POSITION RESPONSIBILITIES:
The Training & HRIS Development Specialist is responsible for designing, delivering, and maintaining staff training programs, onboarding processes, and human resources information systems (HRIS) for Freedom Health Systems. This role supports multiple service lines by coordinating orientation, maintaining staff training compliance, and ensuring the integrity and accuracy of personnel data in HR platforms.
This position is critical in ensuring a smooth employee experience from hire to separation, while ensuring all digital HR systems remain current and compliant with internal and regulatory standards.
SCHEDULED DUTIES AND RESPONSIBILITIES:
Coordinate and facilitate employee orientation and onboarding across multiple departments
Design and maintain digital and instructor-led training modules for staff at all levels
Track and maintain employee training logs, certifications, and compliance deadlines
Administer and troubleshoot the HRIS system (e.g., Paycom), ensuring accurate entry of staff data, assignments, and reporting structures
Collaborate with department leaders to customize training for role-specific requirements
Maintain and regularly update orientation curriculum, training documents, and onboarding checklists
Monitor training compliance by auditing records and sending reminders for mandatory training renewals
Support development and implementation of staff development plans and continuing education initiatives
Create reports and dashboards within HRIS for leadership and compliance monitoring
Ensure new hires are entered into HRIS with correct titles, supervisors, and department coding
Maintain lifecycle liaison assignments and document orientation tracking in HR dashboards
UNSCHEDULED DUTIES AND RESPONSIBILITIES:
Assist your supervisor with any work-related tasks as requested, taking initiative where possible
Remain informed and compliant with regulations and standards, including COMAR, CARF, and other relevant governing bodies, as well as company policies and procedures
Support the maintenance of a safe work environment by participating in drills and safety trainings as requested
Maintain confidentiality of all records, especially those relating to client treatment or financial information
Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor
Contribute to quality assurance and performance improvement plans by conducting audits and activities that ensure regulatory compliance
Participate in HR special projects such as policy rollouts or engagement campaigns
Assist with planning and executing internal training events and professional development series
Provide system support and troubleshooting assistance to employees and supervisors using HRIS tools
Partner with QA, Compliance, and IT teams to align HRIS data and access levels with audit standards
Review onboarding and offboarding metrics and identify trends or bottlenecks
Participate in cross-functional teams for HR process improvement, staff engagement, and retention initiatives

COMPETENCIES AND SKILLS:
Proficiency with HRIS systems (e.g., Paycom, ADP, BambooHR)
Excellent verbal, written, and digital communication skills
Ability to facilitate training in person and virtually
Strong project management, time management, and collaboration abilities
Knowledge of HR compliance requirements (e.g., HIPAA, ADA, EEO)
Data accuracy, recordkeeping, and process design skills
LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS:
13 AIHR certifications
SHRM certification
Bachelor’s degree in Human Resources, Education, Business Administration, or related field (required)
Minimum 2–3 years of experience in HR, training coordination, or systems administration
Experience managing or supporting HRIS platforms required
Instructional design or adult learning certification preferred
Ability to pass background and reference checks
