Job Description

The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units.

The office of Labor Relations Administration Division is seeking to hire a Principal Administrative Associate – Level 2 to report directly to the Assistant Commissioner of Administration and Employee Development and Deputy Director of Administration. The Principal Administrative Associate – Level 2 will be responsible for the following:

Key Responsibilities:

- Process employee time and leave in City Time, the City’s electronic timekeeping system, in accordance with City and Agency time and leave policies to ensure full compliance.
- Monitor agency-wide weekly timesheets; adjust, take corrective actions as needed, and reapprove timesheets. Approve pay and leave events, create and assign employee schedules, and
override existing schedules when necessary.
- Prepare, review, and analyze City Time and CHRMS reports to ensure accuracy and completeness.
- Resolve complex timekeeping issues by researching and obtaining accurate information; provide guidance and instruction to staff on proper procedures.
- Maintain filing systems for active and inactive employees.
- Present timekeeping processes and procedures at senior staff meetings and during new hire orientations.
- Monitor employee leave balances to ensure appropriate and accurate use of leave time.
- Review and approve employee overtime in accordance with applicable policies and agreements.
- Process personnel actions including Paid Family Leave (PFL), Family and Medical Leave Act (FMLA), retirements, resignations, and inter-agency transfers.
- Verify that new hires, transfers, and separating employees are accurately reflected in the City Time system.
- Prepare and submit documentation required for supplemental payroll checks.
- Collaborate on confidential, time-sensitive projects with the Assistant Commissioner of Administration and Deputy Director of Administration.
- Run and review system reports related to time and pay activity and implement corrective actions as needed.
- Process and inform employees on Catastrophic Sick Leave, Special Leave of Absence Coverage (SLOAC), Military Duty Leaves, Extended Military Benefits Program, Reinstatement from
Involuntary Leave, and Dedicated Sick Leave.
- Review timesheets not approved by their assigned division.
- Assist employees with timekeeping inquiries.
- Enter necessary corrections in PMS/City Time.
- Monitor leave balances in the Payroll Management System (PMS) and City Time (CT).
- Review Pay Cycle Event 700 Report and pending pay details on the 161 report and advise on payroll on the approval status.
- Generate Carry over letters for managers and non-managers.
- Handle, monitor and process Absence Control guidelines for all divisions.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
