Terms of Reference for Temporary HR Business Partner Consultant – Asia Region

Terre des Hommes Netherlands (TdH NL) is seeking to contract a Temporary service of HR Business Partner (HRBP) Consultant for its TdH NL Asia Regional Office for the period from April 2026 – 31 July 2026 (4 months).

1. Background Information

Terre des Hommes Netherlands (TdH NL) is an international non-governmental organisation committed to stopping child exploitation. Our mission is to protect children by preventing and stopping child exploitation, and by empowering children to make their voices count. Our vision is that children can flourish in a world free of all forms of exploitation.

TdH NL operates in multiple countries across Asia, Africa, and Europe. In Asia we work in Cambodia, India, Nepal, Bangladesh, the Philippines, and Thailand, the organisation maintains country offices and a regional structure supporting programmatic and operational excellence. 

The HR Business Partner (HRBP) will play a central role in managing the HR implications of the Cambodia office closure, including where applicable, contract management, final settlements, documentation, and compliance with Cambodian labour legislation. In parallel, the role will support the transition of the Regional Office to Bangkok, including organisational adjustments, potential staff movements or re-contracting, onboarding within the new structure, and alignment and the overall operations transition of the Regional Office Asia aligned with Cambodia and Thai labour regulations.

This period requires strong change management, clear and empathetic communication, and close guidance to managers handling sensitive discussions. The HRBP will help ensure fairness, safeguard employee wellbeing, and maintain operational continuity throughout the transition.

This is not a routine HRBP assignment but a time-sensitive and high-impact role requiring solid experience in office closures and organisational restructuring. TdH NL therefore seeks a temporary HR Business Partner Consultant for a four-month assignment to lead and support this transition process.

2. Objectives of the services required

The HR Business Partner (HRBP) Consultant will provide hands-on and strategic HR support across Cambodia and the wider South and Southeast Asia region.

The consultant will:

Deliver operational and advisory HR support across the employee lifecycle.

Provide expert guidance on HR compliance, labour law, and policy implementation.

Support and implement HR-related change management initiatives in the region.

Strengthen local HR capacity and ensure continuity through structured handover and documentation.

Support a smooth Cambodia office transition across both HR and Operations

3. Specific objectives and Scope of Work

3.1 Regional HR Support (Operational and Advisory)

The consultant will provide comprehensive HR support including, but not limited to:

a) HR Operations and Employee Lifecycle

Advise and support on recruitment, onboarding, contract management, probation, performance management, and offboarding processes.

Provide guidance on disciplinary procedures, grievance handling, and employee relations cases.

Support contract renewals, extensions, and role changes in line with organisational policies and local labour legislation.

b) HR Policies, Procedures, and Compliance

Interpret and apply global and regional HR policies within the Cambodian and broader regional legal context.

Advise on compliance with Cambodian and Thai labour law and relevant regional legal frameworks.

Identify gaps between global policies and local practice, proposing practical and compliant solutions.

Ensure HR practices are aligned with organisational safeguarding standards and duty of care principles.

c) Payroll, Benefits, and Compensation Support

Liaise with finance colleagues to ensure accurate payroll processing.

Provide guidance on benefits administration and local market practices.

Support salary benchmarking and contribute to compensation-related reviews where required.

d) Performance Management

Support managers throughout the performance management cycle, including objective setting, mid-year and annual reviews, and performance improvement plans. 

Support the effective use of BambooHR or relevant HR systems.

Coach managers on people management, leadership challenges, and HR-related decision-making.

e) Safeguarding, Duty of Care, and Risk Management

Support the implementation of safeguarding policies, code of conduct, and duty of care frameworks.

Advise on sensitive and complex HR cases in collaboration with Global HR and relevant compliance functions.

Ensure appropriate documentation and risk mitigation measures are in place.

f) Change Management

Advise on and implement organisational structure changes in the region.

Support workforce planning, restructuring processes, and change communication where require 

Ensure change processes are compliant, transparent, and aligned with organisational values.

To support a smooth Cambodia office transition across both HR and Operations by June 2026

4. Deliverables

Key deliverables will include:

A clear and comprehensive work plan with a timeline for agreed activities aligned with regional priorities (to be submitted within the first two weeks of assignment).

Practical guidance notes and written recommendations on complex HR and compliance cases.

Support documentation related to change management initiatives (where applicable).

Strengthened HR processes and documentation to enhance operational efficiency.

Comprehensive handover materials and tools to ensure sustainability and continuity of HR functions after the consultancy period.

Deliverables will be agreed at inception and may be refined based on emerging regional priorities.

5. Reporting and Working Relationships

The HR Business Partner Consultant will report functionally to the Global HR Manager.

The consultant will work closely with:

Regional Director (Asia)

Country Directors and Senior Management Teams in the region

Finance, Safeguarding, Legal, and other relevant global and regional functions

The consultant is expected to maintain strong coordination and clear communication across multiple stakeholders and time zones.

6. Duration and Level of Effort

Start Date: The 1st of April 2026

End Date: 31 July 2026

Duration: Four (4) months for max 40 hours per week

Consultancy fee: Daily rate at USD 151 

The level of effort (full-time or part-time consultancy arrangement) will be agreed upon prior to contracting. For consultancy arrangements, contracting terms will comply with TdH NL procurement and legal requirements.

7. Required Profile

Experience and Qualifications

Minimum 7 years of experience as an HR Business Partner or senior HR professional preferably across the Asia region

Demonstrated experience within international NGOs or similar multi-country organisations, preferably in the Asia region.

Strong knowledge of Cambodian labour law, Thai labour law and regional HR legal frameworks.

Proven experience supporting organisational change and restructuring processes.

Demonstrated ability to operate strategically while remaining hands-on and operational.

Skills and Competencies

Strong advisory, coaching, and stakeholder management skills.

Ability to work effectively in complex, multi-country environments.

High level of cultural sensitivity and interpersonal awareness.

Proven ability to manage complex and sensitive HR cases with discretion and professionalism.

Practical, solution-oriented, and proactive approach.

Excellent communication skills in English (written and verbal).

8. Location

The consultant will be based in Phnom Penh, Cambodia
with regular presence in the Terre des Hommes regional office. Some regional engagement may be required, primarily conducted remotely. 

9. Confidentiality

The HR Business Partner Consultant is expected to maintain strict confidentiality at all times when handling staff information, safeguarding matters, and sensitive organisational issues. All documents and materials produced under this assignment remain the property of TdH NL.
