Tactical Buyer

Position Summary

The Tactical Buyer will represent the Thales Business Units with external suppliers and will be based within the Thales DIS facilities situated in Cuernavaca MX and be responsible for all Purchase Order creation, changes, and cancellation along with being the primary point of contact with the supplier communication.

The Tactical Buyer will be responsible for the day-to-day execution of the workload, including, but not limited to requesting quotations, negotiating pricing within the Delegation of Authority thresholds, ensuring accuracy of the orders, relevant notes and requirements for the Purchase Order, and any related documentation. He/She will also perform data analytics and quotes comparisons & summaries preparations. 

He/She is responsible for securing the best procurement solution (quality, price and timing), meeting the customer’s needs and aligned with the relevant Procurement Strategy lead by the Category Buyers & Managers.  Tactical buyers also have the responsibility of managing disputes that may arise throughout the process.

He/She could also be responsible for the Direction Review, ensuring that the integrity of the Quality Management System is maintained when changes are planned and implemented and that it conforms to the International Standard requirements.

Role Functions / Key Areas of Responsibility: 

 •    Transforming Purchase Requisitions (PRs) into Purchase Orders (POs).
•    Responsible to review and ensure accuracy of the PO including but not limited to: ship-to location, supplier information, and relevant notes/comments.
•    Ensuring supplier acknowledgement of Purchase Order receipt and delivery commitment.
•    Managing purchase order cancellation, rescheduling or PO information changes (quantity, price, and requirements).
•    Follow-up and expediting of purchase orders.
•    Follow requests from user through the Ticket Service

 •   Compliance with KPIs according to the QMS.

•    SLA- Ticketing system.  

 •    Manage local negotiations within the (DOA) Delegation of Authority thresholds and in alignment with Regional Procurement Category Managers and Buyers.
•    RFQ management within the DOA thresholds.
•    Involve the segment team (CBs/CMs) and/or PPM as needed.
•    Support Americas PPV Goals.  

•    Compliance with KPIs according to the QMS.
•    Accountability as per DOA in Americas region.Governance  

 •    Report on individual and Team KPIs
•    Participate on Supplier reviews (Weekly Delivery reviews, Performance improvement and Supplier Program Reviews.
•    Ensure the Quality Management System complies with the International Standard requirements.

 •    KPIs in compliance
•    Standardized Processes Process Improvement  

 •    Report on procurement projects status.
•    Participate on projects and activities related to continuous improvement
•    Customer Satisfaction
•    Training and development on career path accordingly.

Minimum Requirements:

Formal Education:    Bachelor’s degree in Industrial Engineering, Supply Chain, or Business    
Languages:    Fluent English    French
IT/Software:    Microsoft Office, SQL Server, Excel Intermediate    Excel Advanced SAP (ERP)  ORACLE (ERP)

Experience in years:    Minimum 2+ years of experience.    
Technical Knowledge:    Excel or Data Bases management.
Experience in negotiation, ability to analyze commercial contracts.
