SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The Community Development Block Grant Unit coordinates policy and manages both the revenues and expenditures of the City's Community Development Block Grant (CD or CDBG) and Community Development Block Grant Program – Disaster Recovery (CDBG-DR or DR) programs. Congress established the CDBG program in 1974 to provide Federal funds administered by the U.S. Department of Housing and Urban Development (HUD) for housing, economic development, neighborhood facilities, and public support services that principally benefit low- and moderate-income persons. The City currently uses its CDBG Entitlement funds for various activities including, but not limited to, Housing Code enforcement, performing emergency repairs in privately-owned housing, maintaining tax-foreclosed housing, rehabilitating NYCHA properties, historic preservation, public services (e.g., day care services, parks & recreational activities, senior services, homeless services), and planning activities. After Hurricane Sandy and Hurricane Ida, HUD authorized additional disbursements of funding to the City to recover and create a more resilient City.

JOB DESCRIPTION:

The selected aide will research the information City agencies need to implement a CDBG-DR funded program. Possible research topics might include Federal Register Notices, CDBG National Objectives, Davis-Bacon and Related Acts, and other disaster-specific requirements. It is important for agencies to know what is required as soon as, or before, disaster strikes. The end product will be the go-to resource for city agencies and other city partners. The other tasks are related to ensuring that all federal requirements for housing-related resiliency are met for ongoing programs. These requirements are specific to HUD and general financial management. This will involve reviewing and compiling program documents, such as contracts, construction invoices, payment data, time sheets/paystubs, site reports, and more. The aide will then enter program data and documents into a database. These tasks are vital to ensuring timely federal reimbursements.

QUALIFICATIONS:

OMB encourages college-level as well as graduate-level students to apply. The selected aide will be an inquisitive person with an interest in federal program compliance, data management, resiliency, resiliency funding, and grant management. A qualified candidate should possess the following skills:

- Highly detail oriented - Effective interpersonal skills
- Capable researcher and writer
- Motivated, with the ability to work well with appropriate supervision

REQUIREMENTS:

Graduate interns must be currently enrolled or accepted into a graduate program. Candidates should have strong analytical, quantitative, research and communication skills. Additionally, candidates must be proficient in MS Word and Excel

To participate in the OMB Summer Internship Program, graduate students must be currently enrolled or accepted into a graduate program.
Compensation/Duration:

Summer Graduate Intern $20 per hour

Internships will run for 10 weeks, from June 1, 2026, to August 7, 2026. The work must be done during the regular workday, 9:30 a.m. to 5:30 p.m. – no evenings or weekends.

This is a hybrid position with in-person days located at OMB’s offices at 255 Greenwich Street
