Role Overview
Lead traffic engineering and transport planning tasks for major infrastructure projects, with a strong focus on Dubai RTA-compliant Temporary Traffic Management (TTM), diversions, and traffic staging, alongside permanent traffic impact assessments (TIA), junction analysis, access planning, and traffic signage/road markings coordination. The role will support design development, authority approvals, and construction-phase traffic management in close coordination with highways, utilities, and construction teams.
Key Responsibilities
• Lead delivery of Traffic Impact Assessments (TIA) and supporting technical studies for road and transport infrastructure projects (greenfield and brownfield).
• Develop and manage TTM / work zone traffic management deliverables, including:• Diversion plans, detour layouts, staging/phasing plans, lane closure schemes, and construction access/egress arrangements
• Temporary signage and road marking plans, traffic control devices, safety barriers, and pedestrian management (where applicable)
• Methodology narratives, risk assessments, and sequencing aligned with construction methodology and site constraints
• Manage Dubai RTA coordination and approvals for TTM/diversions, including preparation of submission packages, responding to RTA comments, and aligning with RTA requirements, standards, and typical details.
• Perform junction and corridor analysis (existing and forecast), including capacity, LOS, queues, delays, and operational performance under base and construction-stage scenarios.
• Undertake traffic surveys scoping and interpretation: turning counts, mid-block counts, travel time runs, parking demand, pedestrian counts, heavy vehicle counts; develop calibrated base models where required.
• Develop traffic modelling and scenario testing for:• Permanent scheme impacts (new intersections, access points, ramp terminals, weaving sections)
• Construction-stage impacts (temporary lane drops, detours, signal timing changes, partial closures)
• Mitigation measures (signal optimization, geometry refinements, temporary signal plans, reversible lanes where permissible)
• Prepare signage and road marking design inputs and reviews, including:• Permanent guide signs, regulatory/warning signs, VMS interface needs (if applicable), and pavement marking strategy
• Temporary signage for work zones/diversions in accordance with RTA expectations and safety practice
• Coordinate with multidisciplinary teams: highways geometric design, utilities, structures, construction planning, safety, and stakeholder interfaces (developers, local authorities, police/ambulance access requirements where applicable).
• Provide construction support: review contractor TTM submissions, respond to RFIs, participate in site coordination meetings, and support implementation readiness checks.
• Prepare deliverables and governance documentation: design reports, TIA reports, concept/IFC drawings, phasing narratives, traffic management plans, and authority submission trackers.
Qualifications & Experience
• Bachelor’s degree in Civil Engineering / Transportation Engineering (Master’s preferred).
• 12–15 years of experience in traffic engineering and transport planning with substantial exposure to:• Dubai RTA processes for TTM/diversions and authority submissions (mandatory)
• Traffic impact assessments for major developments and infrastructure corridors
• Work zone traffic management, staging, and safe diversion planning on live roads
• Strong technical understanding of:• Signalized/unsignalized intersection operations, corridor performance, access management
• Temporary traffic controls, pedestrian management, safety barriers, and staging constraints
• Traffic signage and pavement markings principles (temporary and permanent)
• Experience producing coordinated deliverables suitable for authority review and construction implementation, with strong QA/QC discipline.
• Preferable: exposure to Middle East standards and stakeholder management for constrained urban construction environments.
Software
• Traffic analysis / TIA: any combination of PTV VISSIM, Aimsun, SIDRA Intersection, Synchro/SimTraffic, HCS (Highway Capacity Software).
• Junction / geometry checks: AutoTURN / Vehicle Tracking, basic swept path capability, parking and access evaluation tools.
• CAD / drawings: AutoCAD (mandatory); Civil 3D preferred for geometry coordination; Bluebeam for markups.
• GIS / data: QGIS / ArcGIS preferred; strong Excel capability for survey reduction and reporting.
• Document management / collaboration: ACC or equivalent CDE platforms (preferred)).
