Job Description

The Bureau of Alcohol and Drug Use (BADU) works to reduce morbidity and mortality related to alcohol and other drug use among New Yorkers. To accomplish this goal, BADU contracts and oversees treatment, harm reduction, recovery and support services; develops policy; conducts and disseminates surveillance and epidemiology and program evaluation; develops and disseminates treatment and management guidelines; develops and implements public health initiatives; engages in public and provider outreach and education; and promotes community interagency collaboration.

Duties will include but not be limited to:
1. Triage and manage internal and external requests, including requests received from the offices of the Executive Deputy Commissioner and Commissioner of Health, and ensure timely completion
2. Conduct literature reviews and other policy and program research to inform bureau priorities at the direction of the AC
3. Track, analyze, and synthesize program data for program reports and presentations, as well as track and ensure timely completion of quantitative and qualitative bureau metrics and programmatic indicators for agency progress reporting and management
4. Draft and coordinate completion of bureau communications and programmatic materials as needed, which can include but are not limited to presentations, briefing documents, program resources, press requests, and talking points
5. Assist Assistant Commissioner in coordinating strategic planning and other bureau-wide activities
6. Write reports and other documents synthesizing scientific evidence about strategies and best practices to reduce overdose deaths and other drug-related health consequences
7. Develop and administer tools and tracking sheets to organize Bureau workflows
8. Help lead and manage internal bureau meetings
9. Consult and collaborate with offices within the Division of Mental Hygiene, the Health Department more broadly, as well as external partners in the community
10. Manage other special projects as needed (which may involve programs, communications, research, policy, or community input) related to key strategic areas for the Bureau.

Preferred Skills:

- Prior experience in the fields of harm reduction, overdose prevention and/or substance use disorder initiatives
- Strong commitment to and experience working collaboratively
- Demonstrated experience in evaluating and conducting policy and public health research and synthesizing data from various sources
- Experience tracking projects to meet deadlines and deliverables
- Experience writing a variety of products including research reports, briefing documents, and project proposals
- Strong oral and written communication skills, attention to detail, and ability to work under tight deadlines in a high volume, fast-paced work environment
- Strong and demonstrated commitment to advancing racial equity

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
