Expanded Aligned Responsibilities:

• Develop, review, and maintain operational plans (OPLANs), contingency plans (CONPLANs), orders (OPORDs), and supporting annexes/appendices in accordance with Joint Planning Process (JPP) and applicable DoD guidance.
• Integrate special activities, information operations (IO), and influence considerations into broader operational planning efforts.
• Synchronize planning activities across Combatant Commands (CCMDs), Theater Special Operations Commands (TSOCs), Joint Task Forces (JTFs), and interagency partners.
• Provide subject matter expertise to support campaign planning, targeting processes, and operational design within the OIE.
• Facilitate and lead working groups, planning sessions, and coordination meetings, ensuring alignment across stakeholders.
• Prepare and deliver high-level briefings, decision support materials, and planning updates for senior leaders (GO/FO/SES).
• Ensure all planning products comply with classification guidance, OPSEC requirements, and applicable authorities and approvals.
• Support rapid planning cycles and time-sensitive operational requirements in a dynamic mission environment.

Minimum Requirements:

• Possess a Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) at the time of proposal submission and maintain the clearance level required to access the facility.
• Have a minimum of five (5) years' military/DoD experience producing orders, plans, annexes, and appendices in accordance with DoD Joint planning guidance.
• Demonstrated experience with the Joint Planning Process (JPP) and familiarity with operational-level planning constructs.
• Proven ability to operate independently in high-tempo, mission-driven environments with minimal oversight.
• Experience coordinating across multi-disciplinary and geographically dispersed teams.
• Strong written and verbal communication skills, particularly in developing planning products and briefing senior leadership.

Preferred Qualifications:

• Eligible for a Counterintelligence Scope Polygraph (CSP).
• A minimum of three (3) years' experience (within the last five years) as a staff member at a Combatant Command (CCMD), Theater Special Operations Command (TSOC), Joint Task Force (JTF), Service component, or Joint Staff (JS) supporting plans or operations fields.
• A minimum of three (3) years' experience in program or project management, including leadership of diverse and technical teams of five (5) or more personnel.
• A minimum of three (3) years' experience developing briefings, presentations, and papers for senior leadership, including General Officers (GO), Flag Officers (FO), Senior Executive Service (SES), and Secretariat-level personnel.
• Experience supporting special activities, information operations (IO), psychological operations (PSYOP), or influence campaigns.

• Familiarity with USSOCOM J39 structures, Special Activities Branch (SAB) processes, and authorities.
• Experience integrating planning efforts across interagency and coalition partners.
• Knowledge of targeting processes (e.g., Joint Targeting Cycle) and campaign assessment frameworks.
• Prior experience in deployed or forward operational environments.
