The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Supplemental Nutrition Assistance, Cash Assistance, Emergency Assistance, Medicaid, Child Support, Fair Fares, as well as eviction prevention and rehousing assistance.

DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. DSS also includes administrative and supportive divisions such as the Office of Legal Affairs which includes the Fair Hearing Administration, among other litigation and counseling units.

The Fair Hearing Administration of the Department of Social Services oversees DSS’s fair hearing process, which is an administrative law procedure designed to resolve disputes concerning benefits, services, and actions in a variety of programs administered by DSS. DSS/HRA Fair Hearing Administration is responsible for providing representation of the Agency at NYS Administrative Hearings in the following program areas: Cash Assistance (CA), Supplemental Nutrition Assistance Program (SNAP), IREA, HASA and MISCA – Medical Assistance (MA).

Under the direction of the SNAP Fair Hearing Compliance Operations Manager, with wide latitude for independence action and decision, the Compliance Unit Coordinator is responsible for the day-to-day operations of the office and ensures compliance with all regulations and agency policy and procedures. This office is responsible for tracking and monitoring fair hearing requests, conferences, packet preparation, hearing representation and decision compliance. This office is responsible for the centralized SNAP fair hearing process in the SNAP fair hearing compliance operations office.

Office of the General Counsel/Fair Hearing Administration is recruiting one (1) Principal Administrative Associate II to function as Supplemental Nutrition Assistance Program (SNAP) Fair Hearing (FH) Compliance Unit Coordinator in their SNAP Compliance Unit who will:

- Oversee the coordination of SNAP Fair Hearing directives, Aid-to-Continue and alternative dispute resolutions by reviewing case records and automated systems (WMS), and Fair Hearing Electronic Management Systems (FHEMS) ensuring cases are processed and completed accurately and timely.

- Ensure that staff adheres to procedural guidelines so that benefits are issued and restored to appellants within prescribed time frames.

- Review SNAP Fair Hearing requests issues to identify trends. Prepare and analyze reports and makes recommendations for section and workflow improvements such as reinforcement training of specific training areas.

- Review all work performed and determines the accuracy of the work and the timeliness of the completion.

- Oversee the Fair Hearing Decision Resolution to ensure timely implementation of necessary actions.

- Formulate and oversee internal audits to ensure the correctness of actions taken by the groups and the proper tracking of day-to-day actions. Prepare and implement detailed Fair Hearing project plans. Provide technical assistance to operation, planning and development.

- Conduct and participate in staff meetings by attending and facilitating agenda. Keep staff informed of agency goals and changes in programs/policies and procedures. Reviews work of subordinates by monitoring section reports and compliance with deadlines in forwarding Fair Hearing documents (request, scheduling notices, and decisions). Train subordinates in the performance of duties by holding individual and unit meetings.

- Liaise with Fair Hearing advocates to resolve or clarify actions, trends and unique scenarios. Conduct group meetings of daily work activities, new agency policies and procedures and difficult case situations.

- Reassign staff to maximize section coverage when necessary.

Hours/Schedule: 9am – 5 pm with flex

PRINCIPAL ADMINISTRATIVE ASSOC - 10124

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
