The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation that will enhance his or her well- being. HASA provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support. Other HASA’s services includes home care and homemaking services, mental health and substance abuse screening and treatment referrals, transportation assistance, referrals to community-based organizations, and SSI or SSD application and appeal.

Under the direct supervision of the HASA Inspection Coordinator, with latitude for independent initiative and judgment, performs professional work in the spectrum of duties in the preparation and conduct of administrative studies concerning the inspection and evaluation of all contracted HASA affiliated (SRO) Single Room Occupancy hotels. As a member of the HASA SRO Inspections Unit, its mission, as stated in Local Law 49, requires that HASA provide access to "medically appropriate transitional and permanent housing suitable for persons with severely compromised immune systems, and if necessary to persons with disabilities as defined in Section 8-102 of this code. Duties include inspection of all contracted hotels, by making on-site visits, observing facilities; interviewing clients regarding facility conditions and levels of services rendered by hotel management; collecting and analyzing both quantitative and qualitative data during the inspection process; prepares comprehensive research and evaluation reports for presentation to HASA Management; and other related duties.

The HIV/AIDS Services Administration (HASA) is recruiting for two (2) Staff Analyst I's to function as a Single Room Occupancy (SRO) Inspector, who will:

- Inspect all areas of HASA affiliated SRO hotels by making on-site visits, investigating all aspects of the housing circumstances and living conditions of HASA clients to determine the quality of services rendered.

- Participate in the development of evaluation and assessment methodologies and instruments to be utilized to assure that valid and reliable data will be collected.

- Assist in the conceptualization and development of policies and procedures regarding the total inspection process, ensuring that all phases of the process are timely, valid, and measuring the most appropriate variables to assess housing condition.

- Participate in the preparation of comprehensive research and evaluation reports on a quarterly and annual basis providing HASA management an assessment of housing services, employing quantitative methodologies. Utilize federal/state/city housing laws as they apply to HASA SRO housing.

- Review and report on a regular basis, and if necessary, immediately, findings from inspections which indicate any hazard or unwarranted housing problems detected. Interface with other city agencies regarding violations/inspection outcomes.

- Perform other related duties.

STAFF ANALYST - 12626

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
