Senior Transportation Infrastructure IT Modernization Project Manager
Location: Seattle WA (Hybrid)
Position Description (PD)
Our client is implementing a transportation infrastructure IT modernization project in Washington State. This requirement is a major, multi-year transformation effort to modernize customer-facing ticketing, reservations, and terminal operations systems, as well as implementation of a customer relationship management (CRM) system.
As a Senior Project Manager, you will oversee the full lifecycle of Ticketing & Reservations
Modernization (TRM) delivery, including schedule integra on, Agile execution, and coordination
across multiple stakeholder groups. This role is responsible for ensuring that the project is
delivered on me, within scope, within budget, and in alignment with business, technical,
regulatory, and contractual expectations.
You will work closely with initiative leadership, business unit staff, interagency staff, as well as
oversight and vendor partners to maintain compliance with statewide technology and
procurement requirements.
Key Responsibilities
Leading the TRM project’s overall scheduling, solution delivery execution and cross-team coordination,
Coordinating with the IT Manager on the TRM project’s governance, decision-making structure, budget, vendor management and cross-program communication
Managing vendor deliverable quality for system development, data migration, system integrations, training, go-live, and hypercare activities
Overseeing development of the integrated schedule and ensuring alignment between business operations, terminal readiness, CRM workflow needs, and vendor capability releases
Ensuring compliance with interagency gated review processes and budget oversight requirements for TRM technology investment submissions
Supporting RFI/RFP development for multi-vendor procurement aligned with the future state roadmap
Coordinating requirements elaboration, backlog priori za on, acceptance criteria definition, and test readiness efforts in partnership with the project scrum master, subject matter experts, product owners, and technical leads
Supporting organizational change management and operational readiness planning across terminals and customer service teams
Position Qualifications
7 years of experience managing IT projects, 6 years with an associate degree, 5 years with a bachelor’s degree or 4 years with a master’s degree
Degree must be in Informa on Systems, Business Administration, Project Management, or a related field
Extensive experience managing large-scale IT modernization projects as a senior PM (preferably $10M+ multi-vendor programs)
Expertise in Agile project management and coordinating cross-functional sprint execution of complex enterprise systems
Proven ability to manage integrated schedules, project budgets, risks, interdependence, and escalations
Strong vendor and contract management experience, including oversight of major systems integrators and SaaS/CRM vendors
Demonstrated ability to work across IT, business operations, finance, procurement, and executive stakeholders
Excellent communication, facilitation, negotiation, and executive reporting skills
Certification in Project Management (Project Management Institute preferred)
Certification or training in Agile (e.g., CSM, PMI-ACP, SAFe)
Experience working with statewide oversight bodies such as WaTech and OFM, including gated reviews and technology budget submissions
Experience with enterprise CRM systems and customer-facing ticketing/reservation systems
Familiarity with Azure DevOps for backlog management, acceptance criteria, reporting, and traceability
Experience with RFP and procurement development for complex technology replacement efforts
Proven abilities in the following:
Excellent knowledge of standardized project management principles based on the Project Management Body of Knowledge.
Providing relevant ideas and perspectives on process or practice improvements
Tracking project performance
Creating and maintaining detailed documentation, project plans and schedules
Performing quality control on a project throughout development
Utilization of industry software and tools
