Job Description

IDNYC is New York City’s successful municipal ID program that is available to all New Yorkers. For some New York City residents who do not have identification, they may experience barriers when trying to open bank accounts, acquire ATM cards, file police complaints or lease apartments. IDNYC aims to bridge that gap.

Under general supervision of the IDNYC Assistant Deputy Commissioner, with latitude for independent judgment and unreviewed action and decision, the Senior Policy, Contract and Strategy Advisor perform legal, strategy and policy work for the IDNYC program. The Senior Policy, Contract and Strategy Advisor is a core member of the IDNYC leadership team collaborating with the Assistant Deputy Commissioner, program directors, deputy directors and agency leadership to implement the IDNYC Program strategic plan.

IDNYC is recruiting for one (1) Agency Attorney III, to function as a Senior Policy, Budget and Strategy Advisor, who will:

- In consultation with and under guidance of the IDNYC Assistant Deputy Commissioner, the Advisor works closely with program staff to support the timely and successful implementation of program priorities, the creation of new programmatic initiatives within IDNYC and the expansion and institutionalization of ongoing ones. Identify, research and address legal questions pertaining to all aspects of the work from ideation to implementation phases. Advise on developments in City policies that impact IDNYC to ensure the program is indemnified.

- Serve as the main liaison with the DSS Office of Program Accountability and DSS Office of Legal Affairs to assist in the review and interpretation of existing laws, rules and regulations, and in the preparation of administrative Rule proposals for IDNYC. Represent the program at meetings with the Mayor’s Office, other City Agencies and Community Partners to ensure appropriate understanding of program rules and regulations.

- Draft project proposals, new document rules and leading development of new or updating existing methods, policies and procedures, and end-user guides; this includes maintaining IDNYC internal manuals and guidance to ensure they are up to date for staff use.

- Work with Contracts and Procurement team and Assistant Deputy Commissioner to manage vendor contracts, drafting communications, proposing strategies to shift funding to cover expenditures as needed; also manages vendor improvement plans, contract reviews and vendor evaluations

- Assist in preparing and reviewing contracts and Memoranda of understanding, including those related to the IDNYC’s program’s partnerships and space usage, to ensure the smooth functioning of the program. Analyze and prepares legal documents and research memoranda; consults with specialists and other attorneys.

- Develop training and conducts training for IDNYC staff, elected official staff and community organizations. Provide situation-specific guidance to IDNYC staff on topics related to risk management and agency compliance.

Monday - Friday 9am - 5pm

AGENCY ATTORNEY - 30087

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
