Position Summary
The Senior Multi‑Level Cost Estimator supports complex, multi‑discipline projects by developing well‑documented, defensible cost estimates based on project and program requirements. This position integrates engineering, construction, environmental, maintenance, and operations inputs to produce comprehensive cost estimate packages in accordance with applicable procedures, policies, and DOE requirements. The role requires strong collaboration skills, technical estimating expertise, and the ability to lead estimating efforts independently.
Key Responsibilities
• Prepare and develop complex, multi‑discipline cost estimates that are detailed, accurate, and fully documented with sound bases of estimate.
• Lead and facilitate estimating team meetings to identify project deliverables, scope, work steps, and estimating approaches.
• Integrate estimating inputs across engineering, construction, maintenance, operations, environmental, and project controls disciplines.
• Establish activity priorities and develop complete cost estimate packages, including identifying schedule and resource impacts.
• Identify, analyze, and resolve schedule conflicts, cost risks, and estimating issues related to assigned scope.
• Recommend and develop solutions for unique estimating situations where no established processes or procedures exist.
• Support development and implementation of estimating methodologies, standards, and innovative estimating approaches.
• Utilize applicable estimating requirements, including MCP‑1408, Estimating Project Costs.
• Support cost savings initiatives and assist with preparation and review of procedures and related documents.
• Maintain compliance with approved training, policies, procedures, and instructions while performing work safely.
• Perform work in accordance with the Integrated Safety Management System (ISMS), Voluntary Protection Program (VPP) principles, and Stop Work Authority.
• Participate in the identification and resolution of health and safety issues through active involvement in site safety programs.
• Ensure all assigned training, qualifications, certifications, and required reading remain current.
Requirements:
Required Education and Experience
This position may be filled at multiple levels based on qualifications and experience:
• Specialist II: Bachelor’s degree plus a minimum of 5 years of relevant experience
• Specialist III: Bachelor’s degree plus a minimum of 8 years of relevant experience
• Senior Specialist: Bachelor’s degree plus a minimum of 12 years of relevant experience
Additional requirements:
• Experience performing construction quantity takeoffs from engineering drawings, sketches, and related documents.
• Experience supporting cost estimate development within large, complex projects.
Preferred Qualifications
• Cost estimating experience within the DOE complex.
• Experience supporting DOE Capital Asset Projects in accordance with DOE Order 413.3B.
Technical Skills and Tools
• Proficiency with cost estimating and project controls software and tools, including MS Excel, MS Word, MS Teams, PCRS, and Primavera P6.
• Ability to learn and adapt to new estimating and project software in a timely manner.
• Strong verbal, written, analytical, and computer skills.
