Qiddiya Investment Company (QIC) is developing one of the world's most ambitious entertainment, sports, and culture destinations on the outskirts of Riyadh. City Operations is the division responsible for activating and operating the full city environment — from public realm and security to transport, O&M, and command & control — delivering a world-class guest experience at scale.As Qiddiya approaches asset activation and public opening, the Planning & Performance function within CityOps plays a critical role in ensuring operational readiness, delivery accountability, and sustained performance excellence. The Senior Manager will sit at the centre of cross-functional governance, translating divisional strategy into executable plans and real-time performance intelligence for senior leadership.
Responsibilities
• Own the City Ops annual operational planning cycle, integrating inputs from Public Realm, Security, Transport, O&M, CCU, and Healthcare functions into a consolidated, approved plan.
• Design and maintain the City Ops performance management framework, KPIs, and targets aligned to QIC's corporate scorecard and Vision 2030 ambitions.
• Produce monthly, quarterly, and annual performance reports and executive dashboards for Director and C-suite audiences.
• Lead the preparation of MDA-level (Managing Director) performance briefings, ensuring accuracy, narrative quality, and visual alignment with QIC presentation standards.
• Chair or co-chair recurring operational review forums (weekly, monthly) and manage action tracking and follow-through.
• Develop and maintain the City Ops risk and issues log from a performance and delivery perspective, escalating as needed.
• Partner with the Operational Readiness team to embed performance KPIs into go-live readiness milestones and soft-opening review cycles.
• Support headcount planning and workforce performance tracking in coordination with HR and Talent Acquisition.
• Drive continuous improvement initiatives, benchmarking City Ops performance against international comparators.
• Manage, mentor, and develop 2–4 direct reports across planning, reporting, and analytics functions.
Requirements:
• 8–12 years of experience in management consulting, strategy, or operational planning; MBB or Big 4 Strategy background strongly preferred.
• Proven track record designing and running performance management systems in complex, multi-stakeholder organisations.
• Strong executive presence with experience presenting to C-suite and board-level audiences.
• Fluency in Arabic and English (both written and spoken) is highly advantageous.
• Proficiency in Power BI, advanced Excel, and PowerPoint to QIC MBB-style presentation standards.
• Experience in megaproject, giga-project, or destination operations environments is a plus.
• Saudi national preferred; female Saudi national candidates particularly encouraged to apply in support of QIC's diversity commitments.
