Senior Manager, Inuit-Crown Partnership Committee (ICPC) - Existing position

Band: 6 - $92,855 - $116,068.76 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**  

This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY

Reporting to the Executive Director, the Senior Manager, Inuit-Crown Partnership Committee, works closely with ITK’s executive team, directors, and staff co-leads to manage and oversee ITK’s participation in ICPC. The successful candidate collaborates with ITK staff engaged in ICPC, as well as leads from Inuit Treaty Organizations and Permanent Participant organizations to advance strategic priorities. This includes supporting the development and monitoring of work plans and leading the preparation of meeting materials and reports. The Senior Manager also works with federal ICPC secretariate to coordinate priorities, work planning and reporting.

 

KEY ACCOUNTABILITIES

REPRESENTATION AND RELATIONSHIPS

Serves as the main point of contact between the Department of Crown-Indigenous Relations’ Reconciliation Secretariat and ITK for all matters related to ICPC.

Provides advice to ITK, Inuit Treaty Organizations and to ICPC working groups on strategies for advancing Inuit priorities through the ICPC process.

Collaborates with senior officials and co-leads from Inuit Treaty Organizations and Permanent Participant organizations.

Works with ITK management to ensure consistent input and planning into the ICPC process.

Works with ITK’s ICPC co-leads to ensure consistent planning and preparation for ICPC meetings.

Continuously tracks and reports on the progress of ICPC workplan deliverables to ITK directors and executive.

Advances Monitoring Evaluation Learning (MEL) initiatives.

 

POLICY

Acts as a resource and provide strategic guidance and advice to ITK co-leads, as well as the Inuit Caucus of the Senior Officials Working Group.

Attends and participates in relevant ICPC working groups as needed.

Collaborates with national policy stakeholders, organizations, associations and Inuit Treaty Organizations to support coordinated policy development.

Develops, trains and orients ITK staff and regional staff on ICPC processes.

Works with Reconciliation Secretariat Crown-Indigenous Relations program staff on training and orientation.

Develops strategies to ensure ICPC priority-setting, and work processes are aligned with federal policy development cycles and Inuit governance decision-making processes.

 

COMMUNICATION

Delivers presentations to working groups, ITK leadership, and ITK Board of Directors as required.

Collaborates with ITK’s communications team to develop communications tools related to ICPC.

Engages with Inuit Treaty Organizations and Permanent Participant organizations as needed.

Maintains strong working relationships with federal counterparts and builds connections across federal departments in relation to ICPC.

Reports to the Executive Director on a regular basis.

 

ADMINISTRATIVE

Establishes and maintains oversight of the ICPC process.

Works with an internal ITK management committee.

Ensures the ITK Co‑Chair (Executive Director) is fully briefed on the status of ICPC workplans, activities, and priorities, and is well‑prepared for all ICPC Senior Officials meetings.

Leads the coordination and delivery of ICPC meetings, including logistics, partner engagement, and onsite support.

Prepares key materials and documentation, including speaking notes, meeting packages, and records of decisions.

Contributes to core ICPC deliverables, such as the joint annual report, in collaboration with senior leadership.

 

QUALIFICATIONS

KNOWLEDGE AND SKILLS

In-depth understanding of Inuit governance structures and awareness of Inuit community needs, values and priorities.

Broad knowledge of Inuit policy issues, including the interconnected legal, health, environmental, socio-cultural and economic factors that shape policy development.

Working knowledge of Inuit land claim agreements, including related legislation, policy frameworks and implementation processes.

Solid understanding of federal government processes and the ability to work effectively with officials at multiple levels of government.

Demonstrated ability to build capacity in others, including supporting staff development and knowledge transfer.

Excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset).

Strong interpersonal skills and the ability to build trust and collaborate effectively.

Exceptional organizational and analytical skills, with strong attention to detail.

Team player, self-motivated and directed.

Proficiency in Microsoft Office applications (Outlook, Word, Excel, Access) and general troubleshooting skills.

 

EXPERIENCE

Minimum of ten (10) years’ experience in policy, management or equivalent combination of education and experience.

 

EDUCATION

Any combination of education and experience providing the required skill and knowledge for successful performance is evident.

 

OTHER INFORMATION

Manages complex work, overseeing several high-priority processes and multiple working groups concurrently.

Holds responsibility for the oversight of a large, multifaceted process within ITK, working closely and effectively with federal counterparts.

Provides regular updates and briefings to the Executive Director on file status, key developments, risks and emerging issues.

Develops and presents project and program recommendations to ITK co-leads, ITK management team, and the Inuit Caucus of ICPC Senior Officials Working Group.

Understands the significant impact of errors may affect organizational success.
