APPOINTMENT TYPE: Temporary Exempt: This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

The duration of the appointment shall not exceed 36 months.

Under the supervision of the Budget and Systems Maintenance Manager, the 1844 Senior Management Assistant serves as the lead administrative help desk support for the SFPUC’s Contract Management System (SOLIS) and its integrated Timekeeping System (Timelive). This position manages and coordinates help desk operations, provides advanced technical and administrative support, and oversees system-related business processes supporting SFPUC Professional Services and Construction contracts. The Senior Management Assistant functions as the subject matter guide for SOLIS and Timelive, ensuring accurate contract encumbrance management, invoice processing, and timekeeping integration. The position exercises independent judgment in interpreting issues and guiding users to follow departmental policies, system procedures, and contract provisions. In addition to resolving complex system and procedural issues for SFPUC staff, consultants, contractors, and other stakeholders, this position oversees timely completion of workflow requests, assists in developing policies and procedures, and oversees compliance activities. The Senior Management Assistant also supports reporting and process improvement initiatives to enhance efficiency, compliance, and customer service delivery.

Essential Functions:

• Manages the day-to-day operations of the SOLIS and Timelive Help Desk, including workload prioritization and service delivery standards.        
• Plans, coordinates, and monitors help desk activities to ensure timely resolution of system, billing, encumbrance, and timekeeping issues.   
• Assists in developing and implementing internal procedures to streamline invoice processing, timekeeping validation, and contract encumbrance tracking.         
• Monitors system performance trends, identifies recurring issues, and recommends operational improvements.  
• Serves as the subject matter guide on SOLIS and Timelive integration, contract encumbrances, and invoice workflows for all system users.    
• Interprets, disseminates, and explains new system release functionalities, year-end fiscal deadlines, and procedural updates.
• Troubleshoots and resolves complex system issues requiring analysis of contractual terms, fiscal controls, and system configurations.        
• Coordinates with internal users, technical staff, and consultants/contractors to address system enhancements, upgrades, and integrations.          
• Provides training and technical guidance on SOLIS and Timelive processes.             
• Communicates effectively and courteously with internal and external stakeholders.           
• Perform additional related duties as assigned.     

Class 1844 Senior Management Assistant performs other related duties as required.

Education:

Possession of a Baccalaureate Degree from an accredited college or university.

Experience:

Three (3) years full-time equivalent experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Substitution:

Additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of additional qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

• Advanced knowledge of contract administration, billing, and system integration processes and administrative operations.
