Position Overview
We are seeking a highly experienced Senior Human Resources Specialist to provide comprehensive HR support within a federal environment. This role supports complex organizational operations and serves as a trusted advisor to leadership on workforce strategy, HR policy, compliance, and process improvement.
The selected candidate will play a critical role in strengthening workforce effectiveness, ensuring regulatory compliance, and improving human capital processes across the organization. This position requires an active Secret security clearance.
Key Responsibilities
Provide broad support across all aspects of human resources management in a federal operational environment
Advise leadership on workforce planning, staffing strategies, organizational structure, and succession planning
Analyze, develop, and improve HR policies, procedures, and workforce processes to enhance efficiency and compliance
Ensure alignment with federal HR regulations, policies, and contractual requirements
Conduct workforce data analysis and reporting to inform leadership decision-making
Develop and implement performance management frameworks and evaluation processes
Support employee relations matters, conflict resolution, and workplace issue mitigation
Coordinate and monitor training and professional development initiatives
Assist with position classification reviews, workforce modeling, and organizational design
Ensure compliance with federal labor regulations, personnel policies, and security requirements
Contribute to strategic planning efforts by integrating human capital considerations into operational planning
Recommend and implement systemic improvements to increase organizational effectiveness and workforce readiness
Required Qualifications
Active Secret Security Clearance
Bachelor’s degree (BA/BS) in Human Resources, Business Administration, Management, or related field
An Associate degree (AA/AS) plus five (5) additional years of relevant experience may substitute for the Bachelor’s degree
Minimum 10 years of recent experience analyzing, managing, and improving major aspects of human resources or organizational processes
At least 2 years of experience supporting a Federal Agency or federal environment
Demonstrated experience working in complex, mission-driven organizations
Strong knowledge of federal HR practices, workforce compliance requirements, and personnel policies
Desired Qualifications
Experience supporting large, multi-functional federal programs
Experience with workforce analytics and HR data reporting tools
Professional HR certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR)
Strong analytical, problem-solving, and communication skills
Experience advising senior leadership on organizational effectiveness and workforce strategy
