Job Description

The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Research, Implementation, and Safety Unit (RIS) is a multi-disciplinary team dedicated to making the streets of New York City safer for all users as part of Vision Zero, a citywide policy striving to eliminate serious injuries and fatalities from traffic crashes. RIS uses a data-driven approach to design and implement street safety redesign projects, administer safety programs, promote senior and youth safety, manage crash data and data applications, conduct large-scale safety research projects, and lead agency action plans related to safety and Vision Zero programs/policy. This is an opportunity to work with a team dedicated to improving safety, accessibility, and mobility throughout New York City.

RIS’s Data Operations, Systems, and Analytics (DOSA) unit is seeking an experienced and motivated candidate for the Senior Director position. The DOSA team incorporates data engineering, data management, data analysis, data solutions, and application design into a single group. DOSA is a team of data specialists that ensures accuracy and efficiency for data analytics, data products, and insights that the agency relies on to accomplish its data-driven mission. The successful candidate must be highly experienced in managing a portfolio of projects related to data management, analysis, and developing products and applications. They should be capable of managing and conducting advanced analysis to answer new research questions and collaborating cross-functionally with other teams working on those projects. The candidate must respond to frequent, quick turnaround requests from high-level officials within DOT and City leadership. The role will also collaborate with and support other divisions with data products, programs, and management. The candidate should also have experience in managing a team of data scientists and be committed to promoting a positive work environment and opportunities for the professional growth and development of staff.

Candidates should be highly experienced with SQL, PostGIS, GIT, and Python, as well as development, management, and deployment of web applications. Data engineering, visualization, as well as geospatial and statistical analysis skills are required. The ideal candidate should have proven experience working with large, diverse datasets, data modeling, and data integration. A successful candidate should be committed to the goals of DOT and the Vision Zero initiative.

Preferred Skills:
Experience managing a team of data analysts and/or running large programs or projects related to data analytics. A commitment to planning and policy to advance safer, sustainable urban development. Demonstrated expertise in conducting research/investigations on specific problems by manipulating large datasets with the use of SQL, GIS, and Python, and/or other programming languages. Demonstrated experience in advancing technical knowledge base to elevate research approach. Experience creating well-crafted analyses and visualizations, as well as supervising others in creating these products. Proven track record of conducting quantitative and/or geospatial research. The preferred candidate is well-organized and self-directed with excellent analytical and communication skills.

*This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and DC37. * Note: Less than 2 yrs. City Service - New Hire Rate: $68,209 2 or more yrs. City service - Minimum Incumbent Rate: $78,440. COMPUTER SYSTEMS MANAGER - 1005D

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
