In 2024, OSC Global, LLC was formed as a wholly owned subsidiary of Cook Inlet Region, Inc. (CIRI), an Alaska Native Corporation. CIRI’s mission is to promote the economic and social well-being and Alaska Native heritage of its Shareholders, now and into the future, through prudent stewardship of the company’s resources, while furthering self-sufficiency among CIRI Shareholders and their families.

 

OSC Global, LLC is a parent company to a family of companies that provides IT/cyber enterprise management and professional services to support federal, state, and commercial customers. OSC Global and its subsidiaries employ approximately 500 professionals in the United States and seven other countries.

 

General Function

The Senior Director, Controller/Program Finance  is responsible for leading OSC Global’s accounting operations, program finance, financial reporting, and internal control environment. This role ensures the integrity of financial data, compliance with GAAP, FAR, and CAS, and provides financial leadership across both corporate and program-level performance. Senior Director, Controller/Program Finance partners with the CFO, Finance leadership, and Business Unit leadership to drive disciplined execution, scalable processes and actionable financial insight.

Major Activities (Typical Duties/Responsibilities)

Direct and oversee the preparation and delivery of monthly, quarterly, and annual financial statements in accordance with GAAP.

Oversee and review the development of the Monthly Operations Report, OSC-G Board of Directors and CIRI Board of Directors presentations.

Provide leadership and governance over the financial close process, establishing enterprise standards, accountability, and continuous improvement to ensure accurate, timely reporting and achievement of a five‑business‑day close target.

Ensure accuracy, completeness, and transparency of all reported financial results.

Develop management reporting packages, Key Performance Indicators (KPIs), and variance analysis for executive leadership.

Oversee program finance function, including project setup, revenue recognition, and contract accounting (T&M, CPFF, FFP).

Provide financial leadership and oversight in partnership with Program Managers and Business Unit leadership to monitor contract performance, funding, and profitability.

Drive visibility into backlog, burn rates, EACs (Estimates at Completion), and margin performance.

Establish and enforce strong cost control, forecasting accuracy, and financial discipline at the contract level.

Provide leadership and strategic financial decision support on pricing, contract structure, indirect rate structure, and risk management.

Ensure compliance with FAR, CAS (401, 402, 404, 409), and DCAA requirements.

Maintain integrity of indirect rate structures (fringe, overhead, G&A) and monitor rate performance against provisional billing (and bid) rates.

Oversee incurred cost submissions (ICS) and all audit support activities.

Draft and maintain an accurate Disclosure Statement (DS-1).

Ensure proper cost allowability, allocability, and consistency practices.

Design, implement, and maintain a robust internal control framework across accounting, program finance, and billing.

Ensure audit-ready documentation and compliance with DCAA and external audit expectations.

Oversee and direct financial statement audits and government audits.

Continuously assess and strengthen control effectiveness, including segregation of duties and process standardization.

Establish and enforce accounting policies and procedures.

Oversee billing, collections, and cash application processes.

Ensure accurate, timely, and compliant invoicing (including WAWF or equivalent).

Monitor and improve working capital metrics (DSO, unbilled, aged receivables).

Partner with the CFO to lead the development and ongoing management of free cash flow forecasting.

Serve as system owner for ERP/accounting systems (Deltek Costpoint) and related financial tools.

Establish and scale a high‑performing finance organization through governance, automation, and standardized financial processes that support efficiency and long‑term growth.

Oversee system implementations, upgrades, and integrations

Lead, mentor, and develop accounting, program finance, billing, and payroll leadership by establishing clear performance expectations and cultivating high-performing, accountable teams.

Cultivate data-driven decision-making across the organization.

Perform other duties as appropriate and as assigned.

Knowledge/Skills/Abilities

Understand OSC Global’s mission, values and strategic focus areas and incorporate knowledge into daily activities.

Expert knowledge of accounting principles, indirect rates and government compliance, and cost proposal functions.

Advanced skill in analyzing financial data, operational performance and key metrics to drive business results.

Expert ability to interpret and understand financial statements prepared in accordance with U.S. GAAP, including knowledge of the practice of financial and investment analysis and business valuation as they pertain to both and an understanding of the typical terms, conditions and steps required to complete the acquisition or divestiture of business assets as necessary.

Strong understanding of government clients, their programs, and plans; keen understanding of business management systems in government contracting including, but not limited to, budgeting, SBA, 8(a), DCAA, FAR and contract requirements.

Strong knowledge of ERP systems such as Deltek Costpoint, Unanet, Jamis, or similar.

Ability to think strategically and operationally and lead organizational change with strong sense of ownership and accountability.

Ability to identify effective process improvements, set clear objectives, and apply financial best practices.

Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibit a professional manner in dealing with others.

Excellent written, verbal and technical skills appropriate for regular communication with company and subsidiary management and staff and a wide range for third party professionals.

Analytical and verbal skills necessary to participate in negotiating and evaluating the implications of the commercial terms of investment transactions and to interpret and discuss legal documents pertaining to new and existing investments.

Analytical skills required to structure, supervise, analyze, evaluate and perform due diligence work.

Ability to quickly become familiar with new industry, regulatory, valuation and investment information and apply such information to investment analysis assignments.

Strong Microsoft Office Suite skills and financial-modeling skills to be able to develop and/or test and interpret complex pro-forma spreadsheets, including projections for cash flow, income statement (GAAP and tax) and balance-sheet preparation.

Experience working and motivating in a team-oriented, collaborative environment.

Strong management and supervisory skills.

Strong project management skills for large and small projects, utilizing internal and external resources.

Ability to make decisions, solve problems and exercise excellent judgment.

Ability to work well under pressure and independently prioritize workload, while working on multiple projects.

High degree of sensitivity regarding confidential information.

Physical Abilities 

Sufficient fine motor skills for use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time

Visual and communication abilities adequate to perform the essential functions of the job

Minimum Experience

Bachelor’s degree in Finance, Accounting, Economics, or related field; Master’s degree in applicable field preferred

Ten (10) years of accounting experience, including significant experience in technical accounting, auditing, and internal controls; Big 4 public accounting experience highly preferred

Experience with a federal government contractor with $100+ million in revenues.

Two years of experience supervising accounting staff

Demonstrated experience partnering with business units or operational leadership.

Demonstrated experience of the FAR and CAS cost principles and ERP systems such as Deltek Costpoint, Unanet, Jamis, or similar.

Ability to pass a background screening

Ability to obtain and maintain a U.S. Government Clearance

Must be U.S. Citizen
