Wastewater Enterprise:

The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, more than 1,000 miles of pipe, 24 miles of transport and storage facilities and benefit every resident and visitor of San Francisco. WWE operates three all-weather wastewater treatment plants, one wet-weather facility, 32 pump stations, eight transport/storage facilities, and 34 combined sewer discharge structures to treat an estimated 34.6 billion gallons of wastewater in a typical year. In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil amendment across the Bay Area.

Job Description:

Reporting to the Workforce and Training Manager, the Senior Data Analyst – Technical Writer (1823 Senior Administrative Analyst) leads and conducts complex, sensitive analytical projects that support the Wastewater Enterprise’s capital program and operational readiness for new facilities and equipment. The incumbent plans, organizes, and performs advanced data analysis; evaluates operational and administrative impacts of new capital project assets; and develops high-quality procedural and operational documentation to ensure effective implementation and regulatory compliance.

This position conducts comprehensive reviews of manufacturer documentation, operational requirements, and equipment specifications to produce clear, accurate procedures and guidance for operations and maintenance staff. The role is also responsible for compiling, analyzing, and interpreting equipment and facility systems data to support decision-making related to startup, commissioning, operational performance, and compliance reporting.

The incumbent collaborates closely with operations, maintenance, engineering, training, and external vendor/manufacturer representatives to coordinate information, ensure accuracy, and integrate best practices into all documentation and analytical work products. The position may lead cross-functional workgroups, develop recommendations for process improvements, and support the development of policies, workflows, and administrative systems that strengthen operational effectiveness and alignment with regulatory requirements.

Essential Duties and Responsibilities:

• Conducts complex operational and administrative analysis of new facility equipment and systems introduced through the WWE capital program, including reviewing and evaluating manufacturer documentation to determine operational impacts and requirements; develops and updates standard operating procedures (SOPs) that support operational readiness, safety, efficiency, and compliance.
• Plans, research, and develops operational reference materials by collecting, organizing, and analyzing technical information from engineering, operations, and vendor sources; drafts, edits, and produces clear procedures and guidance documents used by plant personnel.
• Reviews operational and maintenance documentation for clarity, consistency, regulatory alignment, and adherence to departmental policies; establishes and maintains administrative protocols for ongoing updates, version control, and documentation governance.
• Collaborates with managers, engineers, operators, and vendor representatives to gather operational data, verify information, resolve discrepancies, and ensure that documentation reflects accurate and current practices and requirements.
• Plans, organizes, and monitors the documentation and data reference system for capital project operational materials; standardizes terminology, nomenclature, formats, and categories to support consistent and efficient access to operational information.
• Develops and maintains documentation standards, style guidance, and administrative procedures for producing operational reference materials; ensures consistency of data formats, document structure, and reporting outputs across the organization.
• Analyzes applicable local, state, and federal regulations and operating permits, including NPDES requirements, to ensure operational procedures and documentation are aligned with regulatory obligations and support compliance.
• Evaluates technical reference materials and operational data to produce accurate, accessible SOPs and guidance for plant staff; synthesizes complex information into operationally relevant and user-focused documentation.
• Coordinates the inclusion and organization of visual aids (e.g., diagrams, charts, schematics) developed by engineering, vendors, or SMEs to support understanding of operational procedures and systems.
• Conducts research, interviews subject matter experts, and performs factchecking and information validation to ensure the accuracy and reliability of all operational documentation.
• Supports the implementation of new operational procedures, workflows, and administrative systems by providing analytical review, documentation, and cross-departmental coordination.
• Liaises with engineering teams, capital program managers, manufacturers, and vendors to obtain updated technical information, resolve documentation issues, and ensure that operational resources remain current and complete.
• Performs related analytical and administrative duties as required.

Schedule:

• 7 a.m. to 3:30 p.m., Monday through Friday.  Hybrid schedule of one telecommute day per week may be approved following successful completion of 1040 hours of service.

Education:

Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

• One year experience performing technical writing work.
• Experience working for a large industrial corporation, utility or government agency.
• Demonstrated excellent verbal and written communication skills.
• Possession of a Class C California driver license.
