We’re looking for an experienced Monitoring & Enforcement professional to join our Planning Guidance Unit and help ensure Hamilton continues to develop in a sustainable, responsible and future‑focused way.
If you’re confident managing complex compliance issues, influencing outcomes, and building strong relationships across stakeholders, this role offers challenge, variety, and the chance to shape meaningful change.
As a Senior Monitoring & Enforcement Officer, you will take the lead on high‑risk and politically sensitive compliance matters. You’ll play a key role in ensuring land‑use activities align with the Resource Management Act (RMA), the Hamilton City District Plan, and Council’s Compliance Framework.
Key responsibilities include:
• Managing high‑risk enforcement and monitoring matters.
• Navigating political expectations to achieve positive outcomes for the city.
• Applying innovative and effective monitoring techniques to enhance Council reputation.
• Engaging with specialists and City Solicitors to resolve complex issues.
• Undertaking enforcement action in line with RMA and Council frameworks.
• Building strong relationships with developers, peers, elected representatives, and other local authorities.
• Ensuring investigation information is accurate, complete and prosecution‑ready.
• Conducting monitoring of land‑use consent conditions, outline plans, permitted activities, and proactive compliance checks.
• Approaching all work with a pragmatic, customer‑focused, solutions‑driven mindset.

• Tertiary qualification in Resource Management Planning or a related discipline.
• Minimum 5 years’ RMA monitoring and enforcement experience.
• Strong conflict resolution skills.
• Excellent written and verbal communication, including the ability to explain technical information clearly.
• High level of computer literacy for reporting, analytics, and information management.
• Strong influencer with the ability to guide behaviours and outcomes.
• Excellent problem‑solving skills and sound analytical judgement.
• High attention to detail with accurate, concise information delivery.
• Ability to work independently, manage workload, and meet deadlines.
• Collaborative relationship‑builder who achieves outcomes through cooperation.
