About the Workforce and Economic Program Services (WEPS) Bureau

The Workforce and Economic Programs Services (WEPS) sits within the Infrastructure Division of the San Francisco Public Utilities Commission (SFPUC) and provides several key administrative and management functions for the agency on its capital investment programs, enterprises’ needs, and City and County of San Francisco’s requirements. Specifically, WEPS administers the agency’s Project Labor Agreement which promotes efficient construction, facilitates communication and partnerships between the SFPUC, unions, and contractors, enhances compliance with the labor-related requirements, and provides for resolution of labor disputes. Additionally, WEPS oversees the implementation of small business policies for federally funded and regional projects, and manages and staffs the SFPUC’s Contractors Assistance Center, a free resource for local, small businesses to access and participate on SFPUC contracting opportunities and directs other economic development related initiatives.

Under direction of the Infrastructure Division’s Director of Workforce and Economic Program Services, the 9774 Senior Community Development Specialist I will contribute to difficult and complex program planning, development, implementation, monitoring, and evaluation of youth and young adult internship programs housed within the SFPUC, namely Project Pull and city-wide programs, including YouthWorks and Opportunities for All (OFA).

The specialist will coordinate the administration of the Project Pull, YouthWorks, and OFA internship programs and implement program activities with other governmental agencies and community organizations. The specialist will carry-out operating procedures and provide direction and/or guidance to implementing agencies. The incumbent will coordinate the monitoring activities of the project, make recommendations on program modification and adjustments to assure responsiveness of the program to community needs, and review, present and discuss program operations and the impact on communities with senior and administrative staff.

Essential Functions:

• Coordinates the administration and implementation of Project Pull, including recruitment of mentors and mentees, yearly program offerings, placement of mentees, and coordination with City staff.

• Develops effective program design and operating procedures; provides directions to implementing agencies.

• Prepares, reviews, administers, and manages contracts for program delivery and funding.

• Coordinates the monitoring activities for adherence to program objectives; directs the establishment of methods for project analysis and preparation of yearly program reports.

• Makes recommendations on program modification and adjustments to assure outcomes and responsiveness of programs to community needs; reviews, presents, and discusses program operational or policy problems with senior and administrative staff.

• Reviews and recommends program improvements and plans; meets with agencies, project managers and contractors to outline program requirements and procedures and resolve problems.

• Develops and implements procedures for assuring the City’s compliance with applicable Federal, State, and local laws and regulations.

• As assigned, attends program or project related meetings when requested and represents the office in explaining and interpreting program policies and objectives and their applicability to the city and various communities.

• Class 9774 performs other related duties as required.

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Substitution:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

• Demonstrated experience identifying opportunities for residents from under-represented communities and connecting those residents with mentors.

• Ability to manage multiple projects simultaneously.
• Ability to work independently.
• Understanding of the City and County of San Francisco departments and administration.
