Satellite Communications Subject Matter Expert / Project Manager

Position Summary:

ANSER is seeking a Satellite Communications (SATCOM) Subject Matter Expert (SME) / Project Manager to support the Department of Defense (DoD) Chief Information Officer (CIO). In this role, you will provide advanced technical knowledge and analysis to support the DoD SATCOM enterprise, and project oversight and reporting.

Day to Day Responsibilities:

• Provide subject matter expertise to support strategy, policy, programmatic, requirements, and capability analysis for a range of DoD SATCOM, including commercial, Allied, and organic/purpose-built narrowband, wideband, tactical protected and protected SATCOM.

• Document current SATCOM capability gaps and requirements, identify potential capability alternatives to resolve mission shortfalls, and conduct/participate in Business Case Analysis and Analysis of Alternatives efforts.

• Provide assessments of compliance with DoD guidance and standards, technology insertion, performance and scalability, and interoperability.

• Develop detailed and comprehensive overviews of associated SATCOM systems, constellations, and segments that identify critical capabilities, capability gaps, and roadmaps to guide the evolution and modernization of DoD SATCOM.

• Provide SATCOM support and analysis for DoD CIO representatives at various high-level governance forums and meetings.

• Manage, develop and monitor work standards and deliverables, assign schedules, review work for discrepancies, communicate policies, processes, goals and requirements.

• Provide expertise to inform leadership in making strategic and management decisions.

• Manage relationships and expectations of sub-contractors including stakeholder management and team performance.

• Ensure all program deliverables including reports, objectives and goals are met within required time frames and all deadlines are met.

• Manage and provide development and performance reviews for direct reports.

• Coordinate with ANSER internal partners including finance, contracts, business development on program performance, modifications and growth.

Required Qualifications:

• Bachelor's degree in a related field and 17+ years of relevant experience OR a Master’s degree in related field and 15+ years’ relevant.

• Prior experience working with Satellite Communications.

• Prior experience developing and providing briefings, presentations, communications to senior level stakeholders including senior military officials.

• 3+ years project management experience.

• Experience working with strategic issues at the GO/FO or SES-equivalent level.

• Active TS/SCI Security Clearance.

Preferred Qualifications:

• Familiarity with the Office of the DoD CIO.

• Experience working at the Assistant Secretary or Under Secretary level.
