Position Overview
Under close supervision, responsible for supporting the Safeguards and Security Organizations it relates to performance and compliance and developing, implementing and maintaining the Safeguards and Security (S&S) and Nuclear Material Control and Accountability (NMC&A) programs for the DUF6 Conversion Project. The specific work assignment may include duties or activities of support in one or more of the following functional areas, in addition to other duties as assigned:
Functional:
Administer routine aspects of the safeguards and security (S&S) and nuclear material control and accountability (NMC&A) programs ensuring compliance with local, state, and federal regulations, including U.S. Department of Energy (DOE) directives
Assist in the development of correspondences and reports as required; to local, state and federal agencies (i.e., DOE)
Maintains communication with the DOE local office, DOE headquarters, local, state and federal agencies and other on-site contractors
Assist in the development of plans, policies and implementing procedures to ensure compliance with DOE Orders, manuals, policies, and federal regulations
Provides input into the development of technical documents including scopes of work, deliverables schedules and review cycles
Assist with technical reviews of changes to regulatory documents, DOE guidance, scopes of work, , and plant modifications and/or operating conditions
Ensures S&S requirements and regulatory standards are flowed down into applicable procedures, plans or applicable documents
Ensures S&S programs are communicated to employees establishing awareness of policies and continuous improvements in S&S compliance
Assists in the development of security awareness training for all site personnel
Coordinates training for S&S program areas including training qualification programs
Assists in inspections, management assessments, and performance tests to identify potential deficiencies or non-compliance
Performs site walkthroughs to identify potential Operations Security Program (OPSEC) or other security-related issues, vulnerabilities, and assists with developing mitigation strategies
Serves as DOE-appointed Inquiry Official with investigations into incidents of security concern (IOSCs)
Supports the respective site Officially Designated Security Authority (ODSA) and Paducah Gaseous Diffusion Plant/Portsmouth Gaseous Diffusion Plant (PGDP) Pro Force to support risk and threat assessments
Reviews and supports site-wide safeguards and security and Nuclear Material Control and Accountability (NMC&A) programs for impacts to the DUF6 project
Manages Automated Access Control Systems (AACS) for DUF6 facilities
Promotes the Site OPSEC, Performance Assurance Program, and Insider Threat Working Groups
May serve as key member on the Site Joint Testing and Assessment Group
Develops and maintains S&S related documents including plans, policies, and procedures
Coordinates technical reviews of project information to Controlled Unclassified Information (CUI) and/or Export Controlled Information (ECI)
Coordinates Technical Information Officer (TIO) reviews of DUF6 material intended for public release
Executes duties relating to physical security, key control, access control, NMC&A, information security, personnel security, insider threat awareness, and OPSEC in accordance with DOE program requirements
Functions as the Facility Security Officer (FSO) in the Safeguards and Security Manager’s absence
Stops/Suspends work of unsafe conditions potentially affecting personnel safety or security risk
Must be able to obtain and maintain a DOE access authorization (clearance) at the L
Minimum Requirements:
Bachelor of Science Degree in Security Management or related subject, or equivalent experience
1-3 years of related experience, or an equivalent combination of education and experience is required
