Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a City Planner III for a position with Stream Management Program, Watershed Agricultural, Forestry & Streams Division within the Source Water Programs Directorate, located in Arkville, New York.

DEP’s Stream Management Program (SMP) takes an ecosystem management approach to achieve multiple goals and objectives such as flood hazard mitigation, protection of infrastructure and property, and the restoration and conservation of aquatic and riparian habitats and improved water quality.

Under direction, of the SMP Basin Program Coordinator, the City Planner III will serve as Rondout/Neversink Basin Stream Project Manager and will be responsible for managing a multi-million-dollar DEP contract with Sullivan County Soil and Water Conservation District (SCSWCD) that funds the implementation of programs and projects that advance state-of-the-art stream restoration and floodplain management in the Rondout and Neversink Reservoir Basins. They will provide effective oversight and coordination of a basin-scale SMP. This entails all administrative aspects of contract management: ensuring deliverables are met, tracking stream project progress, representing DEP on program committees and other meetings, and elevating issues of concern. Specific duties include:

- Managing the DEP contract with SCSWCD to implement a basin-scale stream management program. This contract secures professional services to complete a broad range of program elements including community flood hazard mitigation planning; stream and floodplain restoration projects; riparian buffer planting projects; a competitive application program for watershed municipalities seeking project funding; and education, outreach and training.

- Coordinating and oversees all administrative aspects of contract management by ensuring the scope of work is followed and deliverables are met according to schedules; invoices are reviewed for compliance with City procurement policies; and budgets are properly managed to ensure funds.

- Developing and maintaining an up-to-date information system to track expenditures and commitments to ensure basin-scale stream projects are completed on time and within budget. Coordinating dissemination of project information to members of the DEP team and other audiences. Determining course of action to resolve problems. Elevating issues and concerns as needed.

- Overseeing complex budgets for the design and construction of stream stabilization, restoration, riparian buffer, and flood hazard mitigation projects. Facilitating the design review process between a county-based engineering team and DEP’s Stream Engineering Coordinator. Facilitating environmental reviews internally within DEP. Assisting with the review of stream and riparian planting project designs.

- Supporting the development and procurement of future contracts, scopes of work, and budgets.

- Representing DEP’s interests to advance procurement of subcontractors through competitive bids and requests for proposals. Elevating issues and concerns as needed.

- Providing technical contributions to the SMP and participate in education, outreach and training efforts for DEP and basin-scale stream programs.

- Please note, while this position has been posted for Arkville, NY, we may change it at the time of hire to accommodate the chosen candidate. Possible alternative reporting locations include Kingston, NY.

Additional Information:

Environment and Physical: The Basin Stream Project Manager will be required to make site visits to potential and selected project locations; these visits may entail walking in hot, humid conditions through forests and meadows with the ability to navigate fallen trees and uneven ground. Walking in streams may occasionally be necessary, especially if the Rondout/Neversink Basin Stream Project Manager undertakes instream surveying with the local SMP partner team. Personal protection equipment (PPE) will be issued including hard hat, eye protection, steel toed boots, and a safety vest.

Preferred Skills:

- Driver’s license valid in the State of New York

- Ability to travel to meetings, work facilities, and field locations, utilizing a New York City vehicle

- Knowledge and proficient use of Microsoft Office products such as Outlook, Word, Excel and PowerPoint

- Experience working with GIS

- Experience working with rural communities and a willingness to travel

- Education and work experience relating to natural resources management or environmental engineering and experience in river, floodplain, or riparian buffer management.

- Experience in contract and budget management

- Excellent verbal and written communication skills

- Experience in project development, management and evaluation

- Experience in natural resources management

- Strong project management skills, including ability to establish clear project goals and objectives; establish project schedules and track progress in meeting milestones; analyze project progress and evaluate outcomes; review of invoices and reconciliations; understand when decisions need elevation for guidance or resolution within DEP; and possess strong personal organization and time management skills.

- Ability to review engineered designs, project reports and bid documents.

- A natural resource management or engineering background is preferred along with experience and proficiency in river and/or floodplain management.

Hours and Shift:

35 Hours per week. May be required to work shifts including nights, Saturdays, Sundays, and holidays.

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
