Job Description
The Risk Management Safety Officer provides District-wide leadership for risk management, safety, emergency preparedness and compliance programs. This role oversees safety and emergency plans, workers’ compensation, risk prevention and control, environmental compliance, property and casualty liability, employee wellness, risk transfer, and loss-prevention strategies. The incumbent ensures District safety and emergency policies and procedures are current, compliant, and effectively implemented across all operations, and takes an active role in safeguarding employees and the public.
The ideal candidate will have strong analytical and critical thinking skills, and demonstrate sound judgment in the administration of safety and risk programs to ensure compliance with applicable rules and regulations. A successful candidate will have excellent interpersonal and communication skills, with the ability to coordinate effectively with other departments and outside agencies.

Qualifications
Experience
Three (3) years of experience in municipal risk management, occupational safety, and regulatory compliance.
Experience in developing and implementing safety programs, delivering training, conducting investigations, and managing workers’ compensation and liability claims.
Familiarity with environmental compliance programs preferred.
Education
A bachelor’s degree from an accredited college or university in occupational safety, risk management, industrial engineering, environmental health, or a closely related field is highly preferred.
Training
Completion of recognized safety and risk management coursework (OSHA 30-hour or equivalent) preferred.
Emergency management or incident command system (ICS/NIMS) training preferred.
Licenses and Certification
Possession of a valid Class C California Motor Vehicle Operator's License with a satisfactory driving record to maintain insurability.
Certified Safety Professional (American Board of Certified Safety Professionals or equivalent) or obtain within 12 months of active employment.
Caltrans Traffic Control Certification (or obtain within 18 months).

Benefits
Retirement - Solano Irrigation District participates in the California Public Employees Retirement System (CalPERS).
Classic CalPERS Members - benefits include equivalency of 2%@60 formula with the following provisions: final compensation is the monthly average of highest 36 consecutive months; and credit for unused sick leave. Employee pays 7% Employee Contribution.
New CalPERS Members – benefits include equivalency of 2%@62 formula with the following provisions: three-year final compensation period used to calculate the average final compensation; and credit for unused sick leave. Employees pay 6.75% Employee Contribution.
Retiree Health Insurance - Employees are eligible for retiree health insurance benefits following 10 years of full-time service.
Health Insurance – Plans include Anthem Blue Cross HMO and PPO plans and a Kaiser Permanente plan. The District pays a portion of the premium for employee and dependent coverage.
Vision Insurance – Vision provider is VSP. District pays full premium for both employee and dependents.
Educational Assistance – District reimburses up to $1,500 per fiscal year for eligible expenses.
Modified Work Schedule – Eligible employees may have the option to adopt the 9/80 alternative work schedule upon mutual agreement between the employee and their supervisor.
Holidays – 11 scheduled holidays and 1 floating holiday per calendar year.
Vacation and Sick Leave – Vacation is accrued bi-weekly at 80 hours per year during the first year. Employees accrue 12 days of sick leave per year, calculated bi-weekly.
Flexible Spending Account - Tax deferred payments for dependent care, health care, and certain benefit premiums.
Life Insurance – Benefit is equal to 2x annual base salary rounded to the next higher $1,000, up to a maximum of $300,000. Premium is paid by the District.
Dental Insurance – Dental provider is Delta Dental. District pays full premium for both employee and dependents.
Deferred Compensation – 457 plan available, with Employer match up to $100 per pay period.
