Job Description

The Bureau of Alcohol and Drug Use Prevention, Care, and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements, and evaluates interventions and prevention strategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.

The Operations Manager of Relay will participate in the development and oversee implementation of the nonfatal overdose response program. The program provides 24/7 support to individuals transported to hospital emergency departments (EDs) following a non-fatal overdose. With unprecedented new funding to reduce opioid overdose deaths, this will be a key position in the continuation and expansion of a nonfatal overdose response system at 15 sites across New York City.

Job Duties and Responsibilities:
Under the supervision of the Assistant Director, Relay Operations, the Operations Manager will work collaboratively with program staff and perform the following tasks:

- Facilitate and support activities around the daily operation, research, and expansion of the Relay program, collaborating closely with colleagues within the Relay team and agency, as well as external partners (EDs and community-based organizations).
- Manage and instruct staff and colleagues to review program data for issues and troubleshoot any errors.
- Support the program’s reporting requirements. Maintain, record, and synthesize qualitative and quantitative data in order to ensure successful implementation of the Relay program. Prepare and provide monthly qualitative and quantitative reports to internal team and collaborating EDs.
- Conduct monthly calls with ED leadership to discuss program implementation and data trends within each collaborating ED. Lead discussions around DOHMH syndromic data and Relay activation data at each participating hospital.
- Support the program’s research efforts and IRB-approved evaluation plan. Provide quality assurance of data entry and data management for the program’s participant database.
- Manage the development and maintenance of protocols, program materials, and presentations to support program activities and research efforts. Ensure documents are clear, consistent, and up to date.
- Review site-specific contracts and support sites to submit timely invoices.
- In collaboration with Program Manager, oversee procurement activities, distribution tracking and inventory of Naloxone, harm reduction, and program materials. Regularly track, re-order, and distribute program resources.
- Assist with recruiting, screening, and hiring of new full-time and part-time Wellness Advocates.
- Assist with staff scheduling to ensure 24-hour program coverage of contracted hospitals.

Preferred Skills:
- Experience practicing public health and working across systems to further a public health approach to alcohol and other drug use.
- Experience working with programs serving people who use drugs, including those using harm reduction approaches.
- Experience in program monitoring and evaluation.
- Experience with quantitative data, including the ability to read, interpret, and synthesize records, reports, and peer reviewed scientific literature.
- Experience in managing budgets and/or contracts.
- Ability to work independently and as part of a team.
- Detail-oriented with outstanding research, organizational, and problem-solving skills.
- Exceptional interpersonal and communication skills.
- Ability to prioritize tasks in a fast-paced, high-volume environment.
- Proficiency in Excel, Word, PowerPoint, and familiarity with statistical software such as SAS.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
