Regional Manager, Affordable Housing

The Regional Manager, Affordable Housing is responsible for overseeing the operations of a portfolio of affordable housing communities. This offsite leadership role manages all phases of operations, including personnel, leasing, maintenance, financial performance, administration, compliance, and risk management. The Regional Manager ensures properties operate in accordance with Asset’s policies and procedures, safety standards, fair housing regulations, and applicable regulatory requirements.

Essential Duties & Responsibilities

Affordable Housing & Regulatory Compliance


Ensure compliance with Equal Housing Opportunity and Affirmative Fair Housing laws.


Oversee adherence to LIHTC and/or Section 8 program requirements.


Monitor LIHTC applications and annual recertifications.


Ensure compliance with regulatory and funding requirements, contracts, and reporting obligations.


Conduct file reviews, physical inspections, and coordinate with regulatory agencies.


Perform required semi-annual inspections.

Personnel Management


Recruit, hire, train, coach, and develop on-site staff in alignment with company standards.


Provide ongoing performance management, including counseling, documentation, and corrective action in coordination with the Regional & Senior Vice President and Human Resources.


Review and approve salary recommendations, evaluations, and personnel documentation prior to submission to Human Resources.


Approve timesheets and ensure accuracy of reported hours, leave time, and documentation.


Foster a collaborative work environment that promotes accountability, performance excellence, and compliance with company policies.

Financial Management


Maximize net operating income through effective cost control, revenue optimization, and leasing performance.


Develop and manage annual operating budgets and forecasts.


Analyze monthly financial statements and provide written explanations for significant budget variances.


Recommend capital improvements and oversee major projects and vendor contracts.


Ensure timely reconciliation of deposits, rent collections, charges, and vendor invoices.


Oversee accurate and timely property closeouts and ownership financial reporting.

Strategic Leasing & Resident Relations


Develop and implement annual marketing plans and leasing strategies.


Support rental growth and occupancy goals through effective pricing and outreach initiatives.


Ensure leasing processes, documentation, and reporting systems are accurate and compliant.


Address resident concerns and resolve issues to promote satisfaction and retention.


Develop and implement resident retention initiatives and community engagement programs.

Administrative & Maintenance Oversight


Ensure all administrative and leasing reports are accurate and submitted timely.


Oversee emergency response procedures to protect residents, staff, and property assets.


Monitor customer service standards and maintenance response times.


Conduct regular property inspections to ensure curb appeal, safety, and timely completion of repairs.


Manage property resources efficiently, including vendor selection, contract oversight, and cost control.


Direct maintenance, construction, and rehabilitation activities to ensure quality and timely completion.

Travel


Travel required approximately 25–50% annually for property visits, training, conferences, and other business needs.

Education & Experience

Required


Strong LIHTC experience.


3+ years of experience working with Atlanta Housing Authority and Georgia Department of Community Affairs (DCA).


Prior experience as a Regional Manager in affordable housing.


High School Diploma or equivalent required; Bachelor’s degree preferred or equivalent combination of education and industry experience.


Working knowledge of Fair Housing laws and OSHA requirements.


Proficiency in property management software and basic computer skills.

Accreditations preferred: Housing Credit Certified Professional (HCCP), Certified Professional of Occupancy (CPO), Certified Occupancy Specialist (COS), Certified Apartment Manager (CAM) and/or Accredited Resident Manager (ARM).
