QUALITY CONTROL MANAGER
To monitor the ongoing structural & civil activities by implementing the Project Quality Controls Plans & Procedures in accordance with the Company QC procedures, international standards & specific contract requirements. Complies with the highest level of safety during all stages of work to avoid any type of incidents and/or accidents. Take reasonable care of own health & safety & that of others in the workplace. Complies with all statutory requirements connected with the implementation of project.
Primary responsibilities may include but are not limited to the following:
Create, update & maintain the project submittal log & all other project specific quality control reports
Review shop drawings & submittals for conformance with project specifications by direct review & by leveraging the knowledge & experience of others in the project team when necessary
Chair & document weekly QC meetings with the superintendent & provide written minutes as described in project specific contract documents
Provide written daily QC reports that reinforce activities that are being constructed in conformance with each specific project's established standard & constructively confronts non-conformances to produce the desired outcome in a timely manner
Conduct preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work. Verify that checklists are being used & signed off prior to the placement of concrete, steel & other similar items of work
Verify & document that all materials received for the project are in conformance with the approved submittal, are handled & stored appropriately & are acceptable for use in the project
Schedule, document the results of & maintain a log of all code & independent inspections that are required. Clearly document, correct & re-inspect all non-conformances prior to covering up work
Conduct periodic follow-up inspections to verify that work is proceeding with the contract documents & the approved submittals.
Maintain a testing plan and log. Ensure that all testing is performed in accordance with the contract.
Inspect all work and rework, immediately stop any segment of work which does not comply with the contract requirements and direct the removal and replacement of any defective work.
Maintain rework log on site, noting dates deficiency identified, and date corrected.
Document final inspections, certificates of occupancy & acceptance of the works & various phases thereof.
Ensure that all required operation and maintenance manuals, warranty certificates, and the As-built drawings are correct and complete, in accordance with the contract.
Stop work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work.
Qualifications & Experience:
A graduate of a four year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science, with a minimum of 10 years experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer Construction Manager on similar size and type construction contracts which included the major trades that are part of this Contract. The individual must have at least two years experience as a QC Manager. The individual must be familiar with the requirements of EM 385-1-1, and have experience in the areas of hazard identification, safety compliance, and sustainability.
Ability to write routine reports & correspondence. Ability to speak effectively before groups of customers or employees of an organization.
Ability to solve practical problems & deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
To perform this job successfully, an individual should have knowledge of Spreadsheet software & Word Processing software.
Construction Quality Management Training:
In addition to the above experience and education requirements, the QC Manager must have completed the course entitled "Construction Quality Management (CQM) for Contractors." If the QC Manager does not have a current certification, they must obtain the CQM for Contractors course certification within 90 calendar days of award. This course is periodically offered by the Naval Facilities Engineering Command and the Army Corps of Engineers. Contact the Contracting Officer for information on the next scheduled class.
