QHSSE (Quality, Health, Safety, Security & Environmental) Manager position is a key position that ensures compliance with U.S. Coast Guard (USCG), American Bureau of Shipping (ABS), Occupational Safety & Health Administration (OSHA 29 CFR 1910 & 1915), Environmental Protection Agency (EPA), and Guam Department of Labor – Division of Occupational Safety & Health (DOSH) regulations, while promoting an active, companywide
culture of safety, quality, and environmental stewardship.
Primary Responsibilities
• Lead, implement, and continuously improve the company’s Integrated QHSSE Management
System (IMS) encompassing ISO 9001 (Quality), ISO 45001 (Occupational Health & Safety),
and ISO 14001 (Environmental Management) standards.
• Oversee safety and quality compliance across shipyard, repair, and fleet operations, including
risk assessments, audits, and corrective actions.
• Ensure adherence to USCG, ABS, OSHA, EPA, MARPOL, and local DOSH regulations and
reporting requirements.
• Manage and coordinate ISM Code, ISPS Code, and OPA-90 programs for the vessel fleet.
• Develop, implement, and enforce shipyard safety programs covering confined space entry,
hot work, fall protection, electrical safety, and hazardous materials handling.
• Design and deliver training programs for crew and shipyard personnel — especially for crews
of non-SOLAS (< 500 GRT) vessels where customized awareness and gradual onboarding are
essential.
• Lead incident investigations, conduct root-cause analyses, and implement effective
corrective/preventive measures.
• Provide ongoing internal audits and management reviews to maintain IMS certification and
continual improvement.
• Serve as company liaison with regulatory bodies, classification societies, and port authorities.
• Perform duties as or in coordination with the Company Security Officer (CSO) to ensure ISPS
compliance and assist in the development and maintenance of vessel and facility security
plans.
Primary Responsibilities
• Minimum of 5 years of QHSSE, engineering or compliance management experience in the maritime or industrial/shipyard sectors.
• Minimum of 3 years as a QHSSE Manager.
• Demonstrated understanding of USCG and ABS rules and regulations.
• Proficiency in OSHA 29 CFR 1910 & 1915, DOSH standards, and environmental protection
requirements.
• Experience with Integrated Management Systems and certification to ISO 9001, ISO 45001,
and ISO 14001.
• Strong knowledge of ISM, ISPS, and OPA-90 requirements and practical application for vessels
under 500 GRT.
• Certification or experience as a Company Security Officer (CSO) preferred.
• Proven ability to develop and deliver effective safety and quality training programs to a mixed
technical workforce.
• Bachelor’s degree in Marine Engineering, Occupational Safety, Environmental Science, or a
related discipline preferred.
• Excellent communication, leadership, and organizational skills.
• U.S. work authorization required; experience in Guam or the Western Pacific strongly valued.
