PWA Labor Compliance Analyst
Contract – Remote (U.S.-based)
Employer: Energy Project Partners (EPP)
Client Assignment: AES Corporation
Location: Remote (U.S.-based)
Employment Type: Full-Time, Contract (Contingent Worker)
Compensation: $75,000 – $100,000 annually
Reports To: EPP Project Leadership, with day-to-day coordination with AES Labor Compliance Manager
Position Summary
The PWA Labor Compliance Analyst is responsible for the technical review, analysis, and interpretation of labor compliance data to ensure alignment with federal, state, and project-specific Prevailing Wage and Apprenticeship (PWA) requirements.
This role serves as the analytical and quality control layer of the labor compliance function, performing detailed reviews of certified payrolls, identifying compliance risks, and supporting resolution of complex labor compliance issues.
Key Responsibilities
Certified Payroll & Compliance Analysis
Perform detailed review and analysis of certified payroll reports for compliance with wage determinations, classifications, and fringe requirements.
Validate contractor adherence to prevailing wage laws and apprenticeship participation requirements.
Identify discrepancies, inconsistencies, and potential compliance risks.
Compliance Interpretation & Issue Resolution
Interpret federal, state, and project-specific prevailing wage requirements.
Provide guidance to internal teams and contractors on compliance issues and corrective actions.
Lead resolution of complex compliance discrepancies in coordination with contractors and auditors.
Data Analysis & Reporting
Analyze compliance data across projects to identify trends, risks, and performance gaps.
Develop and maintain compliance dashboards and reporting tools.
Provide insights and recommendations to project leadership and AES stakeholders.
Audit & Regulatory Support
Lead support efforts for third-party audits and regulatory reviews.
Interface directly with auditors to resolve technical compliance issues.
Ensure audit readiness through structured documentation and data validation.
Cross-Functional Coordination
Collaborate with AES legal, tax, contracting, and compliance teams to determine applicability of prevailing wage requirements.
Support development and refinement of compliance processes and tools.
Provide input into training and onboarding materials related to labor compliance.
Qualifications
Required
4+ years of experience in labor compliance, certified payroll, or construction compliance.
Strong understanding of Prevailing Wage / Davis-Bacon regulations.
Experience reviewing and analyzing certified payroll reports.
Strong analytical, problem-solving, and data interpretation skills.
Advanced proficiency in Excel and data analysis tools.
Preferred
Experience in renewable energy or large-scale infrastructure projects.
Experience working with EPC contractors and subcontractor compliance.
Familiarity with compliance tracking systems (Procore, Quickbase, LCPtracker, etc.).
Experience supporting audits and regulatory compliance reviews.
Role Positioning
This role is best suited for candidates with technical expertise in labor compliance who can interpret regulations, analyze compliance data, identify risk, and guide resolution of issues. The Analyst role serves as the technical and analytical layer of the compliance function and is distinct from the more administrative Coordinator role.
