Job Description

The Bureau of Alcohol and Drug Use (BADU) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADU develops, implements, and evaluates interventions and prevention strategies through contracting of prevention, treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.

Within BADU, the Office of Substance Use Care supports and promotes a continuum of prevention and care, grounded in harm reduction and other evidence-based, best practices, to address drug and alcohol use for all New Yorkers while striving to strengthen availability and access to a true continuum of care, encompassing prevention, harm reduction, treatment, recovery and whole-person health for people who use drugs and alcohol. We do this in our wide breadth of work with service providers in the field by providing technical assistance, fostering connections and sharing resources between and among providers, embedding equity in our work, exploring innovative program models, promoting workforce development and sustainability, and advocating for policy change.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Provide leadership and guidance to BADU to maximize referral pathways and meaningful connections between and among contracted providers along the substance use care continuum in their service provision to people who use drugs and alcohol.
- Oversee the process and maintenance of all BADU contracted providers being included within the NYC Health Department's Partners Connect system by interfacing with the Mental Hygiene Division Management, Data & Digital Strategy team
- Maintain engagement, monitor, and analyze the progress of contracted providers' development of low threshold service provision and wide availability of service access
- Collaborate with BADU staff to promote outreach and conduct visits in the community to other social service providers (e.g. Department of Homeless Services (DHS) providers, supportive housing providers) that serve people who use drugs and alcohol in order to increase utilization and connections to providers across the substance use continuum of care.
- Oversee the coordination of reporting out associated data from the Office on provider progress in providing greater access to substance use care. Facilitate and oversee work with other BADU staff to share relevant data, best practices, and other information with community providers and other city agencies to foster collaboration and improve access across the continuum of care for New Yorkers with complex needs
- Consult with and support Office staff in the development of provider-facing materials, presentations, learning communities and/or other provider convenings
- Provide shared supervision to the Provider Engagement Evaluation Analyst in their assistance executing the above with focus on collecting and analyzing data, and reporting out on impact
- Other duties or tasks may be assigned on an as-needed basis.

PREFERRED SKILLS:
- Extensive knowledge of and experience with New York City’s substance use service systems
- Proven track record of building supportive, cohesive, and productive relationships between different units/teams
- Ability to work effectively with a diverse team and remain highly organized
- Ability to work with others equitably and inclusively
- Highly developed project management, analytical, and problem-solving skills
- Strong managerial skills
- Ability both to understand and explain quantitative and qualitative data
- Robust knowledge of public policies, regulations, and guidance pertaining to substance use service provision
- Ability to evaluate methods, procedures, and data obtained from scientific investigation.
- Ability to study and evaluate literature in the scientific field of specialization. Skilled in writing papers on research results or findings for publication.
- Proficiency in Microsoft Office (including PowerPoint)

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
