Lead proposal strategy and delivery for a growing AEC firm—elevate pursuit quality, strengthen win rates, and drive business development performance.
THE ROLE
The Proposals Manager leads the firm’s proposal function, with overall responsibility for strategy, execution, and team performance across all pursuits firmwide, supporting multiple markets and offices. This role ensures delivery of high-quality, compliant, and compelling proposals that clearly reflect the firm’s capabilities and align with client priorities.
This position manages a team of Business Development Coordinators and partners closely with technical leaders, project managers, marketing, and firm leadership to strengthen pursuit strategy, improve win rates, and drive consistency across the business.
The successful candidate is a strategic, detail-oriented leader with deep AEC proposal experience—capable of building high-performing teams, guiding complex pursuits, and translating technical expertise into clear, client-focused messaging. Core responsibilities include:
Proposal Strategy and Execution
• Lead the end-to-end proposal process—from opportunity evaluation through submission—for public and private sector pursuits.
• Partner with technical and business development leaders to develop clear, client-focused messaging and win strategies.
• Facilitate key pursuit activities, including go/no-go decisions, kickoff meetings, storyboarding, and win-theme development.
• Ensure all proposals meet client requirements, are error-free, and align with brand and quality standards.
• Manage proposal schedules, assignments, and deadlines to ensure on-time delivery.
Team Leadership and Development
• Lead, mentor, and develop a team of Business Development Coordinators.
• Oversee workload planning, project assignments, and performance management.
• Foster a culture of accountability, collaboration, and continuous improvement.
• Align team output with firmwide marketing strategy and brand standards.
Process Improvement and Standards
• Develop, refine, and maintain proposal processes, templates, and content libraries.
• Partner with marketing and communications to improve consistency, efficiency, and quality across all pursuits.
• Standardize workflows and best practices to scale proposal efforts across the firm.
• Collaborate with leadership to align proposal strategy with broader business development objectives.
CRM & Data-Driven Performance
• Serve as a key administrator of the firm’s CRM system, ensuring accurate and consistent data management.
• Track and analyze proposal metrics, win rates, and performance trends.
• Develop reporting and insights to inform pursuit strategy, resource planning, and business development decisions.
• Promote firmwide adoption of CRM best practices and data integrity standards.

• $90,000 - $118,000 (DOE)

YOUR STRENGTHS
• Bachelor’s degree in Marketing, Communications, English, or a related field (or equivalent AEC proposal experience)
• Proven experience leading proposal development in the AEC industry
• Demonstrated team leadership and management capabilities, including coaching and workload oversight
• Strong writing, editing, and content development skills
• High attention to detail with the ability to manage multiple deadlines and priorities
• Proficiency in Microsoft Office Suite, Adobe Creative Cloud, and CRM systems
• Ability to collaborate effectively with technical professionals, leadership, and cross-functional teams
