Project Manager / Superintendent

Coho Construction Management is seeking an experienced Project Manager / Superintendent to lead the U.S. Embassy Façade Replacement Project in Algiers, Algeria. This role is responsible for full lifecycle (“cradle-to-grave”) construction management, ensuring successful project execution from planning through closeout while maintaining strict compliance with U.S. Government, safety, and quality standards.

Responsibilities (include but are not limited to):

• Lead and manage all aspects of project execution, including planning, scheduling, coordination, and closeout

• Prepare, submit, and facilitate weekly and bi-weekly project progress meetings

• Manage subcontractor security vetting processes in accordance with OBO Division 1 SEC guidelines

• Review and interpret construction drawings and collaborate with project engineers

• Prepare and submit monthly pay applications aligned with project progress and schedule of values

• Ensure timely submission and tracking of all RFIs, submittals, and project documentation

• Coordinate closely with the QC/HSE Manager to maintain compliance with quality and safety standards

• Enforce safety protocols in accordance with OSHA, EM 385-1-1, and applicable local regulations

• Oversee daily and weekly safety meetings and ensure Activity Hazard Analyses (AHAs) are prepared and implemented

• Prepare and submit daily reports, including quality and production updates

• Develop and maintain project schedules, staffing plans, and work plans to ensure timely execution

• Coordinate Visitor Access Requests (VARs) for personnel, equipment, and operators

• Collaborate with subcontractors and stakeholders to meet project milestones and improve productivity

• Develop Definable Features of Work (DFOW) preparatory packages in compliance with OBO/USACE standards

• Identify project risks and implement mitigation strategies to maintain schedule and budget

• Manage project budgets, including change orders and Requests for Proposals (RFPs)

• Maintain project records in ProjNet, including RFIs, submittals, and reports

• Track and manage project warranties and closeout documentation

• Provide hands-on field supervision, including working in scaffolded environments and climbing ladders as required

Essential Job Qualifications and Requirements:

• Education and Certifications:

• Bachelor of Science in Construction Management, Engineering, or related field (preferred)

• Equivalent experience (20+ years in construction/trade field) may be considered in lieu of a degree

• Active Project Management Professional (PMP) certification from the Project Management Institute (PMI)

• Current certifications in CQM, OSHA 30, and EM 385-1-1

• Additional certifications in construction safety, security, or first aid as required by OBO

• Required Experience and Knowledge:

• Minimum of 15 years of experience as a Project Manager or Superintendent

• Prior OCONUS experience supporting U.S. Army Corps of Engineers (USACE) or Department of State / Overseas Building Operations (DoS/OBO) projects

• Construction Quality Management (CQM) certification (or ability to obtain within 30 days)

• OSHA 30 Construction Safety certification (or ability to obtain within 30 days)

• EM 385-1-1 Safety certification (or ability to obtain within 30 days)

• Valid U.S. passport with at least one year remaining before expiration

• Work Environment & Physical Requirements

• Ability to work in active construction environments, including scaffolded and confined spaces

• Capable of climbing ladders and performing on-site supervision for extended periods (8+ hours per day)

• Knowledge of scaffolding systems, façade demolition, construction logistics, and stucco installation
