ReconCraft is seeking a Procurement Controls Project Manager to join our growing team in Clackamas, OR. This position plays a critical role in establishing and managing a comprehensive procurement control framework that ensures material acquisition aligns with engineering configuration baselines, production schedules, and program cost objectives.
The Procurement Controls Project Manager will serve as a key integration point between Supply Chain, Engineering, Production, and Program Management to maintain full traceability of procured materials—particularly aluminum structures and long-lead components supporting EDM builds and the transition to LRIP craft. The ideal candidate will bring strong experience in procurement systems, configuration-controlled environments, and cross-functional program execution, along with a proven ability to implement scalable tools and processes in a production setting.
Responsibilities (including but are not limited to):
• Establish and maintain configuration-linked procurement tracking processes across all material classes
• Ensure purchase orders, material specifications, and revisions align with released engineering baselines and change notices
• Maintain traceability between material heat lots, certifications, and vessel/hull applicability
• Partner with Configuration Management to manage impacts of engineering changes on open procurement actions
• Lead the selection, design, and implementation of procurement tracking tools (ERP enhancements, dashboards, or supplemental systems)
• Develop standardized workflows for requisition, approval, revision control, and material allocation across programs
• Define data structures and reporting requirements to enable real-time visibility into procurement status and risk
• Drive continuous improvement initiatives to improve procurement accuracy, speed, and auditability
• Lead procurement controls for aluminum plate, extrusions, and structural materials in alignment with program build strategy
• Monitor procurement status across EDM and LRIP builds to prevent cross-program material conflicts and allocation risks
• Identify long-lead procurement risks and drive mitigation strategies with Supply Chain and Program Leadership
• Integrate procurement status into the Integrated Master Schedule (IMS) and production readiness reviews
• Track material availability against build milestones and gate reviews
• Support earned value or equivalent program controls by validating procurement performance metrics
• Assess schedule, cost, and configuration impacts of material substitutions or specification deviations
• Lead cross-functional reviews when procurement risks threaten production or integration events
• Maintain procurement-specific risk registers for critical materials and suppliers
• Provide executive-level reporting on procurement health, material readiness, and configuration compliance
• Support program reviews, gate reviews, and production readiness reviews with procurement metrics
• Ensure audit-ready documentation supporting material traceability and configuration compliance
• Perform other duties as directed by Program or Supply Chain leadership
Essential Job Qualifications and Requirements:
Experience:
• Minimum 7 years of experience in program management, project controls, supply chain, or production operations
• Demonstrated experience establishing or improving procurement processes, systems, or controls
• Experience working in configuration-controlled environments
• Strong understanding of prototype/EDM through LRIP production lifecycles
Education:
• Bachelor’s degree in Supply Chain, Engineering, Business, or related field (or equivalent experience)
Preferred Knowledge & Experience
• Experience in shipbuilding, maritime, aerospace, or complex engineered product manufacturing
• Familiarity with ERP/MRP systems and material tracking data structures
• Experience implementing new tools or leading digital transformation initiatives
• PMP, CPM, or equivalent certification
• Strong systems thinking and process architecture mindset
• Proven ability to lead cross-functional integration and drive data-informed decisions
