The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

Your Team:

The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis, support implementation of new rules and regulations, monitor program integrity and compliance, manage the selection of contracts for project-based rental assistance and improve outcomes for program participants beyond affordable housing.

The Housing Access Voucher Program (HAVP) is a statewide rental subsidy program for low-income families and individuals who are facing eviction, currently homeless, or facing loss of housing due to domestic violence or hazardous living conditions. HAVP would be available to New Yorkers who may be ineligible for local or federal rental assistance programs. HAVP would help low-income New Yorkers achieve stability and retain permanent housing by subsidizing their rent. Tenants would contribute 30% of their income toward rent, with the rest covered by subsidies. HAVP will curb evictions, give households facing homelessness a path to secure permanent housing, and could be bundled to subsidize affordable housing construction.

Your Impact:

Under the supervision of the Director of Policy and Regulatory Compliance in the Division of Program Policy and Innovation, the selected candidate will be responsible for assisting in the analysis, communication and implementation of policy and procedures for the HAVP program. The Policy Analyst for HAVP, with support and supervision, will be responsible for ensuring HPD’s HAVP policies and procedures align with state requirements and are consistent with federal Section 8 program requirements, where relevant; monitoring relevant program changes, communicating relevant information to with other units within HAS and other

Divisions within HPD, acting as a liaison on behalf of the Division of Program Policy & Innovation, tracking and responding to inquiries, and working with the senior management team to implement and maintain best practice operations. They will also be responsible for ensuring that accurate information about HAVP is relayed to landlords, tenants and general public, elected officials and other governmental entities.

Specific responsibilities include:

- Conducting research, analyzing the impact of organizational, procedural or policy changes to the HAVP program, and contributing to the programmatic implementation of these changes.

- Produce related reports, memos, notices, procedure documents, letters, meeting materials, training materials and spreadsheets, as required.

- Serve as a representative of the unit in internal and external meetings and other communications with stakeholders.

- Propose, coordinate, and implement projects to maximize compliance and performance in the unit’s operations and portfolios under the oversight of the Director

- Provide analysis and technical expertise in the planning and implementation of special projects.

Preferred Skills:

- A baccalaureate degree from an accredited college and two years of full-time, satisfactory professional experience in planning, analysis, coordination and/or development of housing projects or programs, or

- Graduate study from an accredited college in the field of urban studies, city planning, real estate development, public administration, public policy, finance, community organization, architecture, or urban design, may be substituted for up to one year of the required experience on the basis of 30 credits for one year. However, all candidates must have at least a baccalaureate degree and one year of the experience described in "1" above

- Excellent communication skills (both written and oral)

- Strong analytical and research skills

- Strong organizational skills and attention to detail

- Knowledge of Microsoft Office Suite

- Ability to work independently and as part of a team

- Ability to translate analyses into written products for both narrow and broad audiences

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
