Duration: Fixed-term 3.5 months, until June 2026, with the potential for extension

Compensation and Benefits: MSF practice is to offer the compensation and benefits package in line with the MSF entity offering the contract.

*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.

I. POSITION BACKGROUND

The Core ExCom has agreed on the necessity of defining a workstream on the positioning of MSF around the topic of attacks on the medical mission, particularly in light of ongoing crises, such as in Gaza and Sudan, and the upcoming anniversary of UNSC Resolution 2286.

As a result, the Core ExCom has mandated the creation of a Working Group to define substantive content and the appointment of a dedicated Project Manager.

II. PLACE IN THE ORGANIZATION

The Project Manager reports directly to the Core ExCom (as the Steering Committee).

III. SCOPE OF THE WORKSTREAM & ROLE OF THE WORKING GROUP

The overall strategic direction of the workstream concerns MSF’s long-term engagement on the protection of the medical mission in armed conflict through a coordinated and multi-pronged approach.

Substantively, the purpose and scope of the workstream is to be explored and defined in detail by the Working Group, accounting for various strategic and legal considerations in initial discussions. In the first instance, considerations should, non-exhaustively, include:

• The protection of medical missions under International Humanitarian Law (IHL)

• The erosion of protections and accountability in recent conflicts (Gaza, Sudan…)

• Relevant academic research efforts and evidence-based advocacy

• Complementarities, and areas of divergence, with international initiatives (such as ICRC’s Global Initiative)

• Identified key moments for public engagement (such as the anniversary of UNSC Res. 2286 in May 2026)

• The broader and long-term impacts of attacks on the medical mission

The Working Group will report to the Core ExCom as the Steering Committee, and will be coordinated by the Project

Manager. The Working Group will be composed of representatives from Operational Directorates, the Humanitarian Representation Team, and the Intersectional Legal Department.

IV. KEY RESPONSIBILITIES OF THE PROJECT MANAGER

• Animate the Working Group: refine the scope of the workstream and lead on the development of substantive content for the campaign and engagement strategy.

o Facilitate internal and external consultation with relevant stakeholders throughout the development of substantive content.

• Identify and align relevant internal efforts and external partnerships for visibility and coordination of the entire workstream, including through Partner Sections.

• Facilitate and identify opportunities for collaboration with MSF’s International Platforms.

• Define key windows of opportunity with the HRT and align campaign milestones with these punctuated moments, focusing on the anniversary of Resolution 2286 (in May 2026) as the primary milestone of the campaign in the first instance.

• Ensuring sufficient consideration is paid to the selection of data for analysis and substantiation of specific advocacy efforts.

• Report to the Core ExCom, as the Steering Committee for the project, on progress and challenges as required.

Time frame:

The project can be conceptually split into two phases. The initial (short-term) phase up to May-June 2026 (and the anniversary of Resolution 2286) and the following (mid-term) phase (after May-June 2026). The Project Manager will first focus on the initial (short-term) phase up to May-June 2026, with potential for extension beyond this for the mid-term phase.

Deliverables (up until May-June 2026):

• Immediate-term: coordinating the Working Group and required consultation to define the scope of the workstream, providing a clear mapping of the agreed scope to report to the Core ExCom.

• Short-term ongoing: development of substantive content and a plan for the campaign and engagement strategy as per the agreed scope, animating the Working Group and coordinating with internal and external stakeholders as required.

• Short-term: a coordinated approach to the anniversary of Resolution 2286 as a key milestone in the campaign.
