As CLV enters a pivotal phase of expansion, we are seeking a seasoned Project Manager, Capital Improvements to join our Capital Projects team responsible for leading the planning and delivery of major capital renovation and improvement projects across our multi residential portfolio. This is a hands on, high accountability role overseeing complex projects in occupied buildings and managing the full capital lifecycle from long term planning and budgeting through design, construction, and close out. Success requires strong financial and project controls, sound judgment, and the finesse to balance performance with resident experience and operational continuity.
In addition to the duties typically expected of a seasoned project management professional, responsibilities will include:
Capital planning and asset strategy
Lead multi year capital planning across the portfolio, including building condition and lifecycle assessments.
Partner with internal stakeholders to prioritize investments based on risk, return, regulatory requirements, and resident impact.
Prepare capital forecasts, business cases, and funding recommendations for senior leadership.
Project delivery and performance
Lead capital renovation and improvement projects from feasibility through completion with full accountability for scope, schedule, budget, quality, risk, and safety.
Implement disciplined project controls, reporting, and construction phasing strategies suited to occupied residential environments.
Financial management
Develop and manage multi million dollar capital budgets, monitor cash flow and contingencies, review progress claims and change orders, and provide clear financial reporting and variance analysis to senior leadership.
Resident and operational coordination
Partner closely with Property Management and Operations teams to coordinate construction in occupied buildings. Treat every project as work completed in someone’s home, prioritizing resident safety, respect, communication, and minimal disruption.
Ensure compliance with residential tenancy requirements, accessibility standards, health and safety regulations, and local building codes.
Consultant, contractor, and team leadership
Build, engage, and enable high performance project teams through clear direction, accountability, and a culture people are proud to be part of.
Lead procurement and performance management of consultants and contractors, holding partners accountable to contractual, safety, quality, and resident focused expectations.
Contribute to continuous improvement of capital delivery processes and team capability.
Qualifications
This role is suited for an experienced, results driven capital project leader who consistently delivers at a high level in complex, fast paced environments. The successful candidate brings strong judgment, accountability, and professionalism, balances performance with care for resident experience, and contributes positively to a culture of excellence, collaboration, and pride in the workplace.
Education and Professional Background
Formal Project Management training or certification, PMP, P Eng, CET, LEED, or similar professional designation is preferred
Construction Management, Business, or a related field, or equivalent practical experience
Required Experience
5-10 years of progressive experience in capital project management, construction management, or large scale renovation projects, with demonstrated advancement in scope, complexity, and leadership accountability.
A strong track record of leading end to end capital projects from planning and budgeting through construction and close out, consistently achieving high standards of safety, quality, schedule, and financial performance.
Proven experience delivering projects in multi residential or other occupied buildings, with a clear understanding of resident experience, operational realities, and the responsibility of working in people’s homes.
Demonstrated ability to manage multiple concurrent projects with significant budgets, competing priorities, and complex stakeholder groups while maintaining control, focus, and high performance discipline.
Hands on experience leading and holding accountable consultants, contractors, and vendors, setting clear expectations, driving results, and building effective delivery teams.
Demonstrated ability to attract and retain high performing, engaged teams by modelling professionalism, collaboration, and respect, and by supporting a culture people are proud to be part of.

The approximate salary range for this role is $80,000 - $110,000 per year. Final compensation will be determined based on a variety of factors including skills, experience, educational attainment, professional designations, internal equity, and other job related requirements. This role will require a combination of office based work and regular site visits with occasional travel between residential properties.
