About Your Role
CMTS is seeking an experienced Project Manager to support aviation, transportation, and public infrastructure capital improvement projects throughout the Washington D.C., Maryland, and Virginia (DMV) Region. The Project Manager will lead projects from planning and design through construction and closeout while ensuring delivery aligns with client expectations, operational requirements, budget constraints, and schedule commitments.
This role will oversee project coordination efforts involving contractors, consultants, regulatory agencies, client representatives, and internal project teams. The ideal candidate will possess strong leadership, communication, technical, and project delivery skills with experience managing complex public sector or infrastructure projects in active operational environments.
Projects may include airport terminal improvements, airside and landside infrastructure, utility modernization, roadway and transit improvements, tenant improvement projects, vertical construction, facility upgrades, and other public sector capital improvement initiatives.
Education Requirements
Bachelor’s Degree in Construction Management, Engineering, Architecture, Aviation Management, or related field preferred

An equivalent combination of education, technical training, and relevant project management experience
What You’ll Need to Get the Job Done
8–15 years of project management experience supporting aviation, transportation, infrastructure, or public sector capital improvement projects
• Strong understanding of project management principles including budgeting, scheduling, procurement, risk management, contract administration, and stakeholder coordination
• Experience managing multidisciplinary project teams, contractors, consultants, and external stakeholders
• Knowledge of construction processes, project delivery methods, phasing strategies, and operational coordination requirements
• Experience reviewing and managing RFIs, submittals, change orders, schedules, contractor pay applications, and project controls documentation
• Ability to manage multiple complex projects and competing priorities simultaneously
• Strong analytical, organizational, and problem-solving skills
• Strong leadership skills with the ability to drive project execution and team collaboration
• Excellent written and verbal communication skills with the ability to prepare executive summaries, reports, presentations, and client correspondence
• Ability to identify project risks and implement mitigation strategies to minimize schedule delays and budget impacts
• Experience coordinating with regulatory agencies, operational stakeholders, and public sector clients preferred
• Proficiency in Microsoft Office Suite including Word, Excel, Outlook, Teams, and PowerPoint
• Experience with Primavera P6, Procore, e-Builder, Autodesk Construction Cloud, or similar project management platforms preferred
• Ability to travel throughout Washington D.C., Maryland, and Virginia project locations as required

What You’ll Do
Lead and manage aviation, transportation, and public infrastructure capital improvement projects throughout all phases from planning through closeout
• Serve as the primary point of contact between clients, contractors, consultants, stakeholders, and internal project teams
• Develop and manage project execution plans, schedules, budgets, risk management strategies, and project delivery objectives
• Coordinate project activities with airport operations personnel, government agencies, utility providers, contractors, and consultants to maintain operational continuity and minimize disruptions
• Monitor project performance related to scope, schedule, budget, quality, safety, and contract compliance
• Review and manage project documentation including RFIs, submittals, change orders, contractor pay applications, schedules, and progress reports
• Lead project meetings, stakeholder coordination meetings, progress reviews, and executive-level briefings
• Prepare project status reports, executive summaries, dashboards, and presentations for leadership and client review
• Coordinate procurement activities, contractor selection support, bid evaluations, and contract administration efforts
• Identify project risks, operational impacts, scheduling conflicts, and construction challenges while implementing proactive mitigation strategies
• Support design coordination activities and facilitate resolution of technical and constructability issues
• Monitor contractor performance and ensure compliance with client standards, regulatory requirements, and project specifications
• Oversee project controls activities including schedule tracking, cost management, forecasting, contingency management, and reporting
• Support quality assurance and quality control efforts throughout all phases of project delivery
• Manage project closeout activities including punch lists, turnover documentation, warranties, as-built records, and final acceptance procedures
• Build and maintain strong working relationships with clients, contractors, consultants, regulatory agencies, and project stakeholders
• Mentor junior staff and support operational excellence across project delivery teams
• Contribute to business development efforts, client relationship management, and strategic growth initiatives where applicable
