Overview
We are seeking an experienced Project Manager 4 to support the planning and implementation of critical network infrastructure and facility technology initiatives related to the construction and transition of a new Behavioral Health Hospital at Central State Hospital (CSH). This is a short-term hybrid contract opportunity requiring both web-based and in-person interviews. Local Richmond-area candidates are strongly preferred due to on-site requirements.

Job Description
We are seeking a senior-level Project Manager to lead and coordinate complex technology initiatives supporting the construction and operational transition of a new behavioral health hospital facility. The selected candidate will oversee the implementation of network technology solutions, coordinate multi-workstream project delivery, and support infrastructure planning activities tied to facility migration and operational readiness.
This role will collaborate closely with executive leadership, project stakeholders, business analysts, the IT Director, and VITA network teams to ensure successful delivery across all project phases. The ideal candidate will possess strong experience managing network facility buildouts, technical implementation projects, and large-scale operational transitions within highly regulated environments.
The Project Manager will play a key role in supporting the transition of critical healthcare operational services—including lab, pharmacy, radiology, dental, and physical therapy functions—into the new facility planned for operational readiness in 2027.
Responsibilities
Technical Project Management
• Lead the planning and implementation of network technology solutions for a new healthcare facility environment
• Coordinate technical requirements gathering, solution reviews, and approval processes with IT network teams and stakeholders
• Support development and review of network Bills of Materials (BOM) in collaboration with Business Systems Analysts and IT leadership
• Facilitate technical issue resolution and ensure alignment with agency technology standards and infrastructure objectives
• Drive project execution across multiple workstreams while maintaining adherence to project scope, schedule, and risk management practices
• Oversee deployment coordination for network-connected technologies and infrastructure components
Operational & Program Leadership
• Manage large-scale facility transition and relocation planning efforts tied to hospital operations and technology readiness
• Establish and maintain project goals aligned with DBHDS and VITA strategic technology objectives
• Monitor project schedules, budgets, risks, and resource allocation to ensure successful delivery
• Provide ongoing status reporting and project communications to executive leadership, sponsors, and stakeholders
• Ensure compliance with DBHDS and VITA governance standards, project management methodologies, and reporting requirements
• Maintain accountability across project teams while proactively identifying and removing operational roadblocks
Stakeholder Collaboration
• Partner with executive leadership, business owners, IT leadership, and project sponsors to drive alignment and decision-making
• Facilitate collaboration between cross-functional technical and operational teams
• Support stakeholder engagement activities throughout planning, implementation, and operational transition phases
• Coordinate vendor, infrastructure, and operational dependencies across concurrent project activities
Administrative & Project Support
• Utilize Microsoft Project and Microsoft Office tools to manage schedules, documentation, and reporting
• Support procurement planning, project documentation, and operational transition activities
• Maintain project governance documentation and ensure adherence to established project controls
• Perform additional project management duties as assigned
Requirements:
Minimum Qualifications
• Active PMP certification required
• 10+ years of overall Project Management experience
• 3+ years of experience managing IT network buildout projects involving new facility implementations
• 3+ years of experience managing multi-workstream projects
• 10+ years of experience collaborating with senior IT leadership, including CIOs, CTOs, or equivalent stakeholders
• Experience leading complex technical implementation and infrastructure deployment initiatives
• Must agree to obtain VITA PMDP qualification within two weeks of starting the assignment
• Must be able to work on-site at the Office 1–2 days per week
• Must be legally authorized to work in the United States without employer sponsorship, now or in the future
• Candidate must physically reside within the United States for the duration of the assignment

• Local Richmond-area candidates are strongly preferred due to on-site expectations
Preferred Qualifications
• 3+ years of experience with Facility IT Project Management
• 2+ years of experience supporting Data Center migration projects
• Experience supporting healthcare infrastructure or hospital transition initiatives
• Familiarity with network infrastructure Bills of Materials (BOM) development
• Experience working within government or highly regulated environments
